Patna: Bihar‘s Director General of Police (DGP), Vinay Kumar, an IPS officer of 1991 batch, has issued a strong warning to women police personnel against misusing their uniforms and official authority to intimidate members of the public.
Addressing a workshop on “Atrocities Against Women” at the Police Headquarters auditorium in Patna on Tuesday, the Bihar DGP said that the role of police officers is to ensure security and deliver justice – not to create fear among citizens and victims.
‘Uniform and Weapons Are for Protection, Not Intimidation’
Delivering a clear message on police conduct, DGP Vinay Kumar stated that any attempt by police personnel to use their uniforms or weapons to threaten the public is unacceptable.
He emphasized that the police force exists to build confidence in society and that officers must act with integrity, professionalism, and compassion.
“The duty of the police is to provide security and justice to the people, not to instill fear,” the DGP said.
Motihari Female SHO Case Cited as Example
During his address, the DGP referred to the recent case involving a female Station House Officer (SHO) in Motihari, whose alleged involvement in corrupt practices had drawn serious concern.
Expressing his displeasure, Vinay Kumar remarked that if any police officer engages in corruption, they should leave the force rather than continue to tarnish the image of the department.
His blunt remarks generated considerable discussion among officers attending the workshop.
SPs Directed to Take Strict Action
The Bihar DGP instructed Superintendents of Police (SPs) across all districts to adopt a zero-tolerance approach toward police personnel involved in corruption or atrocities against women.
He made it clear that mere suspension should not be considered sufficient in serious cases and that dismissal from service should be pursued wherever necessary.
According to the DGP, officers who damage the credibility of the police force will face stringent disciplinary action.
Focus on Empathy and Sensitivity Toward Victims
Vinay Kumar also stressed the importance of humane and empathetic conduct, particularly when dealing with women victims.
He urged police personnel to ensure that their behavior is reassuring and respectful, noting that effective policing is not only about enforcing laws but also about earning the trust of the community.
