Patna: The Bihar Home Department has closed the departmental proceedings against IPS officer Aditya Kumar, a 2011-batch officer currently serving as Commandant of Bihar Special Armed Police-14. The decision follows legal proceedings challenging an inquiry report relating to allegations against him during his tenure as Senior Superintendent of Police (SSP) in Gaya.
The department issued a formal resolution on Friday, October 16, bringing the proceedings to an end. The development could clear the way for Kumar’s promotion to Deputy Inspector General of Police (DIG), subject to the applicable promotion process and other requirements.
The case dates back approximately four years, when Kumar was accused of shortcomings in handling a liquor-recovery case and in supervising subordinate police officers.
Who Is IPS Officer Aditya Kumar?
Aditya Kumar is an Indian Police Service officer of the 2011 batch, serving in the Bihar cadre. He is currently the Commandant of Bihar Special Armed Police-14.

Before his current assignment, Kumar served as Senior Superintendent of Police in Gaya, where the conduct of his supervisory duties became the subject of departmental proceedings.
His current role involves command responsibilities within Bihar’s special armed police establishment.
Why Was Aditya Kumar Facing Departmental Proceedings?
The departmental case arose from allegations concerning Kumar’s handling of a liquor-recovery case during his tenure as Gaya SSP.
The allegations included taking the liquor-recovery matter lightly, failing to exercise adequate control over subordinate police station officials and neglecting supervisory responsibilities, including the periodic inspection of police stations.
These were allegations examined through departmental proceedings; they should not be treated as established findings of criminal wrongdoing.
The proceedings continued until Kumar challenged the charge sheet and inquiry report before the Patna Bench of the Central Administrative Tribunal (CAT).
What Did the Tribunal Decide?
Kumar approached the CAT’s Patna Bench seeking the setting aside of the charge sheet and inquiry report.
According to the report, the tribunal in August directed that the inquiry report against him be treated as quashed and that he be considered eligible for promotion to the post of DIG.
Following the tribunal proceedings, the Bihar Home Department issued a resolution ending the departmental action against Kumar.
The closure of the proceedings removes that departmental matter as an obstacle, although his actual promotion remains subject to the applicable service rules and promotion procedures.
Bihar Home Department Also Grants Relief to DSP Birendra Kumar Sahu
In a separate decision, the Home Department also granted relief to Deputy Superintendent of Police (DSP) Birendra Kumar Sahu, who is posted at the police headquarters.
The department has exonerated Sahu from the charges against him and directed that he receive full salary for the period of his suspension.
The decision concerns a separate departmental matter and is distinct from the proceedings involving Aditya Kumar.
What Happens Next for Aditya Kumar?
The closure of the departmental proceedings and the tribunal’s direction have brought Kumar’s promotion prospects into focus.
However, the departmental resolution does not itself establish that he has already been promoted. His elevation to DIG will depend on the formal promotion process and fulfilment of the relevant service requirements.
The latest decision marks the end of the departmental proceedings described in the report and opens the way for the authorities to consider his case in accordance with the applicable rules.
