13,000 CAPF Officers Await Cadre Review; Proposals Reach Finance Ministry

The long-awaited cadre review of Group A officers in five CAPFs is nearing the final stage, with around 13,000 officers expecting improved promotion prospects and service conditions following years of legal battle.

New Delhi: The long-awaited cadre review of Group A officers of the five Central Armed Police Forces (CAPFs) — BSF, CRPF, CISF, ITBP and SSB — is expected to move to the final stage soon, potentially benefiting around 13,000 cadre officers who have been seeking better career progression and streamlined service conditions for years.

The proposals, prepared following directions of the Supreme Court, are currently with the Department of Expenditure (DoE) under the Union Finance Ministry. Officials said the DoE is expected to complete its examination soon, following which the proposals are likely to be placed before a high-level Cadre Review Committee, usually chaired by the Cabinet Secretary, for final deliberations and recommendations.

The review is significant for Group A executive cadre officers of the five CAPFs, whose promotion prospects have been a longstanding concern due to delays in career progression and the deputation of officers from the Indian Police Service (IPS) to these forces.

Proposals Sent to Expenditure Department

According to officials, the process has now moved through the key stages prescribed for a cadre review.

The Ministry of Home Affairs (MHA) received cadre review proposals from the five CAPFs between May and July 2026. The proposals were subsequently forwarded to the Department of Personnel and Training (DoPT) between July and August for examination under the prescribed procedure.

The DoPT then forwarded the proposals to the Department of Expenditure on August 17, along with its observations and recommendations.

The DoE is now expected to complete its examination and processing. Once that stage is completed, the proposals will be placed before the high-level cadre review committee for deliberations and final approval.

The committee, which is generally headed by the Cabinet Secretary, is expected to examine the proposed restructuring and assess its implications before making its recommendations.

Supreme Court Order Set the Process in Motion

The present cadre review process stems from a May 2025 Supreme Court order passed on petitions filed by CAPF officers seeking better promotion opportunities.

The officers had approached the Supreme Court after facing longstanding concerns over their career progression. They argued that the deputation of IPS officers to CAPFs was adversely affecting the promotional avenues available to officers belonging to the respective CAPF cadres.

After examining the matter, the Supreme Court directed the Union Government to undertake a “progressive reduction” in the deputation of IPS officers in the CAPFs up to the rank of Inspector General (IG).

The court also directed the government to undertake a comprehensive cadre review and revision of recruitment rulesfor Group A executive cadre officers of the five CAPFs.

The order was therefore seen as an important step towards addressing the structural issues affecting the career progression of CAPF cadre officers.

Government Review Petition Rejected

The Union Government subsequently filed a review petition against the Supreme Court’s judgment. However, the Supreme Court rejected the review petition in October 2025, leaving the government to proceed with implementation of the directions issued by the apex court.

Following the rejection of the review petition, the Ministry of Home Affairs directed the five CAPFs to undertake a “comprehensive and detailed” review of their existing Group A cadres.

The forces were asked to prepare and submit their proposals to the ministry so that the cadre structures and recruitment rules could be revised in accordance with the Supreme Court’s directions.

The exercise was aimed at ensuring that the organisational structure of the five forces provides adequate promotional avenues for their own cadre officers.

CAPFs Covered Under the Review

The cadre review covers the Group A executive cadres of the five major CAPFs:

  • Central Reserve Police Force (CRPF)
  • Border Security Force (BSF)
  • Central Industrial Security Force (CISF)
  • Indo-Tibetan Border Police (ITBP)
  • Sashastra Seema Bal (SSB)

The restructuring is expected to have a direct bearing on the career progression of thousands of officers across these forces.

Cadre restructuring is generally undertaken to align the sanctioned strength, hierarchy, promotional avenues and organisational requirements of a service with its evolving responsibilities.

For CAPF officers, the current exercise assumes particular significance because of their long-standing concerns over stagnation and comparatively limited promotional opportunities.

Around 13,000 Officers Await Better Career Prospects

Officials said the hopes and aspirations of approximately 13,000 CAPF cadre officers are linked to the outcome of the review.

For these officers, the exercise is not merely an administrative restructuring but is expected to address long-standing concerns relating to promotion, career progression and service conditions.

The legal battle for better promotional opportunities had continued for several years before reaching the Supreme Court. The officers had maintained that the deputation of IPS officers to senior positions in the CAPFs had affected their opportunities to progress within their own cadres.

The proposed restructuring is therefore expected to create additional opportunities for cadre officers, particularly as the government works towards implementing the Supreme Court’s direction on the progressive reduction of IPS deputation.

CAPF Act Enacted After Supreme Court Judgment

The government’s response to the Supreme Court’s directions also included legislative action.

In April 2026, the Union Government enacted the CAPFs (General Administration) Act, following the Supreme Court’s judgment and the subsequent rejection of the government’s review petition.

The legislative and administrative measures, along with the ongoing cadre review, are part of the broader process aimed at restructuring the management and career framework of the five CAPFs.

The cadre review is expected to translate the Supreme Court’s directions into concrete changes in the sanctioned strength and hierarchy of the Group A executive cadres.

46 IPS Officers Deputed After May 2025 Order

The issue of IPS deputation has remained central to the legal proceedings.

In response to a contempt petition filed by CAPF officers seeking implementation of the Supreme Court’s May 2025 directions, the Ministry of Home Affairs recently informed the court that 46 IPS officers had been brought on deputation to the five CAPFs since the apex court’s May 2025 order.

These officers were deputed in the ranks of Superintendent of Police (SP), Deputy Inspector General (DIG) and Inspector General (IG).

The disclosure has added significance to the ongoing cadre review because the Supreme Court had directed the government to progressively reduce IPS deputation in the CAPFs up to the IG level over the following two years.

Focus on Promotion Opportunities

The final cadre review is expected to take into account the Supreme Court’s direction that IPS deputation up to the rank of IG should be progressively reduced, thereby creating greater promotional opportunities for officers belonging to the CAPF cadres.

The proposed restructuring and revision of recruitment rules could consequently have a long-term impact on the career hierarchy within the five forces.

For the approximately 13,000 Group A cadre officers awaiting the outcome, the next major step will be the examination of the proposals by the Department of Expenditure and their subsequent consideration by the high-level cadre review committee.

If approved, the exercise could mark a significant change in the career structure of Group A officers in the five CAPFs and address a long-standing demand arising from years of legal and administrative proceedings.

What Happens Next?

The immediate process is expected to follow three stages:

  • Department of Expenditure completes its examination of the proposals.
  • The proposals are placed before the high-level Cadre Review Committee, generally chaired by the Cabinet Secretary.
  • The committee considers the proposals and makes its recommendations for final approval and implementation.

The movement of the proposals to the DoE on August 17, 2026, after examination by the DoPT, indicates that the long-pending cadre review has entered a crucial stage.

For thousands of CAPF Group A officers, the final decision could determine the extent to which the organisational structure of BSF, CRPF, CISF, ITBP and SSB is reshaped to provide better and more predictable career progression.
