New Delhi: The Appointments Committee of the Cabinet (ACC) has approved the empanelment of three Indian Railway Service of Engineers (Civil) [IRSE] officers for holding Joint Secretary/Joint Secretary-equivalent level posts in the Government of India.
The empanelment, approved on Monday (July 27, 2026), enables the officers to be considered for appointment to Joint Secretary-level positions across various ministries and departments of the Central Government.
All three officers belong to the 2004 batch (2003 Examination) of the Indian Railway Service of Engineers (Civil).
Three Officers Empanelled
The officers empanelled for Joint Secretary/Joint Secretary-equivalent level posts are:
- Atul Kumar Verma (IRSE:2004)
- Ravi Kant (IRSE:2004)
- Pramod Kumar Bhakal (IRSE:2004)
Significance of the Empanelment
Empanelment at the Joint Secretary level is an important milestone in the careers of senior civil servants and organised service officers. It makes them eligible for appointment to senior policymaking and administrative positions in the Government of India, subject to vacancy and selection.
The ACC’s approval allows the empanelled officers to be considered for deployment in various Central ministries, departments and organisations requiring officers at the Joint Secretary or equivalent level.
