India, Rwanda Sign New Defence Cooperation Roadmap, Focus on Military Training and Technology

New Delhi: India-Rwanda defence partnership has received a major boost after both countries agreed to expand defence cooperation during the second Joint Defence Cooperation Committee (JDCC) meeting held in New Delhi on July 6-7, 2026. The discussions focused on military training, joint exercises, medical cooperation, and defence industries, highlighting the shared commitment of both nations to deepen their long-term strategic relationship.

Details of India-Rwanda Defence Partnership

According to the Ministry of Defence, officials from India and Rwanda approved an implementation plan with clear timelines to carry forward decisions taken during the JDCC meeting. The expanded cooperation will focus on:

  • Military training
  • Joint military exercises
  • Military medical cooperation
  • Defence industry collaboration

The agreement is expected to strengthen defence ties and improve cooperation between the armed forces of both countries.

India-Rwanda Defence Partnership: Senior Officials Led the JDCC Meeting

The meeting was co-chaired by:

  • Amitabh Prasad, Joint Secretary, Ministry of Defence, Government of India
  • Brigadier General Louis Kanobayier, Chief for Joint Force Development, Training and Doctrine (RDF HQ), Rwanda

The Indian delegation included representatives from the Department of Defence, Department of Defence Production, DRDO, Ministry of External Affairs, Armed Forces Medical Services, Headquarters Integrated Defence Staff, and the three Services.

Rwanda Delegation Meets India’s Defence Secretary

During the visit, the Rwandan delegation met Defence Secretary Rajesh Kumar Singh. The discussions covered new opportunities to strengthen bilateral defence cooperation and reviewed progress under the existing partnership. Both sides expressed their commitment to expanding collaboration in the coming years.

What are the Key Focus Areas

The Rwandan delegation also interacted with India’s defence industry. Officials received information about India’s growing defence manufacturing ecosystem, indigenous technologies, and recent technological developments. The two countries identified several areas where future industrial cooperation can be increased.

Visit to Army Hospital Showcases India’s Medical Capabilities

As part of the official visit, the delegation toured the Army Hospital (Referral & Research). The visitors observed India’s military healthcare system, advanced medical infrastructure, and the medical support provided to the Indian Armed Forces. Medical cooperation remains one of the important pillars of the expanding defence partnership.

Defence Partnership Started in 2018

India and Rwanda signed a Memorandum of Understanding (MoU) on defence cooperation in July 2018 during Prime Minister Narendra Modi’s visit to Rwanda. The successful second JDCC meeting builds on that agreement and reflects the shared goal of strengthening institutional cooperation, defence engagement, and long-term strategic ties between both countries.
