DRDO Invites Private Defence Firms to Produce Strategic Weapons, Sets ₹100 Crore Turnover Criteria

EoI seeks industry partners for scaling up indigenous missiles and bombs, with strict financial, technical, quality and defence manufacturing requirements.

New Delhi: The Defence Research and Development Organisation (DRDO) has invited Indian private-sector companies to partner in the production of strategic weapon systems, including missiles and bombs, as part of efforts to expand India’s indigenous defence manufacturing capabilities.

The defence research agency has issued an Expression of Interest (EoI) seeking eligible industry partners for production of DRDO-developed strategic weapon systems. The initiative is expected to give private defence manufacturers a greater role in scaling up indigenous systems and strengthening the domestic defence supply chain.

Private Defence Companies to Get Larger Role

The latest EoI is part of DRDO’s broader development-cum-production partnership model, under which Indian industry participates in the manufacturing and production of defence technologies developed by the organisation.

Selected companies will have to meet DRDO’s prescribed technical, manufacturing, infrastructure and quality requirements before being considered for production responsibilities.

The move comes as India continues to focus on increasing domestic defence production and reducing dependence on imported military equipment under the Atmanirbhar Bharat initiative.

Strict Eligibility Criteria for Industry Partners

Given the sensitive nature of strategic weapon systems, DRDO has prescribed stringent eligibility requirements for participating companies.

Applicant firms are required to meet financial, technical, quality and regulatory conditions, including:

  • Minimum annual turnover of ₹100 crore
  • Net worth of more than ₹34 crore
  • Profitability in at least two of the last five years
  • Appropriate in-house quality assurance capabilities
  • Required defence manufacturing licences and clearances
  • Capability to meet specified technical and infrastructure requirements

The criteria are aimed at ensuring that selected companies have the financial strength, manufacturing capabilities and regulatory compliance needed to undertake complex defence production programmes.

Selected Firms to Work with DRDO Technical Teams

Under the proposed partnership framework, selected companies will work closely with DRDO’s engineering and technical teams.

The industry partners will be involved in various production-related activities, including procurement, system integration, testing and maintenance of production documentation and tooling.

DRDO will also coordinate with the designated supply chain for components and other requirements associated with the programme.

Technology Transfer to Selected Companies

DRDO has stated that technology will be transferred to selected industry partners free of charge and on a non-exclusive basis after completion of the development phase of the respective programme.

However, technology transfers involving specially regulated materials and systems will be subject to the required statutory approvals and clearances.

This model is intended to enable Indian industry to participate more directly in the production of advanced defence systems developed through DRDO’s research and development programmes.

DRDO Expands Industry Participation in Defence Production

DRDO has increasingly been opening opportunities for Indian companies to participate in the development and production of advanced military technologies.

DRDO-developed systems such as the Agni and Prithvi missile series, Pinaka rocket system and Akash air-defence system have already progressed to large-scale production with the involvement of Indian production agencies and industry partners.

The organisation has also established development-cum-production partnerships covering areas such as missiles, radars, electronic warfare systems, artillery platforms and ammunition.

Focus on Scaling Up Indigenous Defence Manufacturing

The latest EoI comes amid India’s wider push to build a stronger domestic defence industrial base.

Greater participation from private companies could help expand manufacturing capacity, strengthen supply chains and support the transition of indigenous technologies from development to production.

The initiative could also create opportunities for companies operating across areas such as aerospace, propulsion, electronics and advanced manufacturing.

Strategic Significance of Private Sector Participation

The expansion of private-sector participation is expected to complement the existing capabilities of defence public-sector companies and create a broader industrial ecosystem for strategic defence systems.

For private defence manufacturers, participation in such programmes could provide access to long-term production opportunities while helping strengthen India’s domestic defence supply chain.

The initiative also aligns with the government’s objective of increasing indigenous defence production and positioning India as a major global defence manufacturing hub.

DRDO’s Push Towards Industry-Led Production

The latest EoI represents another step in DRDO’s efforts to expand its production partnerships beyond traditional public-sector defence manufacturers.

By transferring technologies to eligible Indian industry partners and involving private companies more closely in production, DRDO aims to accelerate the manufacturing of indigenous defence systems while strengthening India’s overall defence industrial capacity.
