New Delhi: In a major boost to India’s electronics and advanced battery manufacturing ecosystem, the Ministry of Finance has exempted customs duty on specified goods used in the manufacture of lithium-ion cells, inductor coil modules, and display assemblies.
The Department of Revenue, through a notification issued on July 8, amended the existing Customs Notification, expanding the list of machinery and equipment eligible for duty-free imports. The move is aimed at reducing manufacturing costs, promoting domestic value addition, and strengthening India’s position in high-technology manufacturing.
Duty-Free Import of Critical Manufacturing Equipment
Under the revised notification, a wide range of specialised machinery and production systems used in lithium-ion cell manufacturing can now be imported without payment of customs duty.
The exemption covers equipment required across different stages of battery production, including:
- Powder dryers
- Automatic feeding and blending systems
- Slurry transfer systems
- Cathode and anode extrusion coating machines
- Compression equipment
- High vacuum pumps
- Electrode winding machines
- Electrode cutting and slitting machines
- Testing machines
- Automatic packing systems
- Separator coating machines
- Cell stacking machines
These machines play a crucial role in ensuring precision, quality, and efficiency during lithium-ion cell production.

The notification further includes customs duty exemption for several other specialised production systems, such as:

- Cell cooling machines
- Laser welding equipment
- Laser notching machines
- Cell formation systems
- Inspection systems
- Water sprinkler systems
- Industrial racks
- Wire filling and welding machines
The expanded list is expected to facilitate the establishment of advanced battery manufacturing facilities in India.
Boost for Electronics Manufacturing
Apart from lithium-ion cells, the notification also extends customs duty exemption to goods used in the manufacture of:
- Inductor Coil Modules
- Display Assemblies
The measure is expected to reduce the cost of importing critical production inputs and manufacturing equipment for India’s growing electronics sector.
