Finance Ministry Exempts Customs Duty on Goods Used in Lithium-Ion Cell, Display Assembly Manufacturing

New Delhi: In a major boost to India’s electronics and advanced battery manufacturing ecosystem, the Ministry of Finance has exempted customs duty on specified goods used in the manufacture of lithium-ion cells, inductor coil modules, and display assemblies.

The Department of Revenue, through a notification issued on July 8, amended the existing Customs Notification, expanding the list of machinery and equipment eligible for duty-free imports. The move is aimed at reducing manufacturing costs, promoting domestic value addition, and strengthening India’s position in high-technology manufacturing.

Duty-Free Import of Critical Manufacturing Equipment

Under the revised notification, a wide range of specialised machinery and production systems used in lithium-ion cell manufacturing can now be imported without payment of customs duty.

The exemption covers equipment required across different stages of battery production, including:

  • Powder dryers
  • Automatic feeding and blending systems
  • Slurry transfer systems
  • Cathode and anode extrusion coating machines
  • Compression equipment
  • High vacuum pumps
  • Electrode winding machines
  • Electrode cutting and slitting machines
  • Testing machines
  • Automatic packing systems
  • Separator coating machines
  • Cell stacking machines

These machines play a crucial role in ensuring precision, quality, and efficiency during lithium-ion cell production.

Additional Equipment Also Covered

The notification further includes customs duty exemption for several other specialised production systems, such as:

  • Welding machines
  • Ultrasonic cleaning machines
  • Electrolyte injection systems
  • Solvent recovery systems
  • Heat recovery systems
  • Cell baking machines
  • Cell cooling machines
  • Laser welding equipment
  • Laser notching machines
  • Cell formation systems
  • Inspection systems
  • Water sprinkler systems
  • Industrial racks
  • Wire filling and welding machines

The expanded list is expected to facilitate the establishment of advanced battery manufacturing facilities in India.

Boost for Electronics Manufacturing

Apart from lithium-ion cells, the notification also extends customs duty exemption to goods used in the manufacture of:

  • Inductor Coil Modules
  • Display Assemblies

The measure is expected to reduce the cost of importing critical production inputs and manufacturing equipment for India’s growing electronics sector.

Industry experts believe the move will encourage greater domestic production of electronic components while reducing dependence on imports of finished products.

Public Interest Behind the Decision

According to the Ministry of Finance, the amendments have been introduced after the government concluded that extending customs duty exemptions serves the larger public interest.

The revised notification seeks to support strategic manufacturing sectors by making advanced production technologies more affordable for domestic manufacturers.

Strengthening India’s Manufacturing Ecosystem

The customs duty exemptions are expected to:

  • Reduce capital investment costs for manufacturers.
  • Improve the competitiveness of Indian battery and electronics manufacturers.

The Finance Ministry has stated that the revised customs duty exemptions come into force with immediate effect.

The decision is expected to benefit companies investing in lithium-ion battery manufacturing, consumer electronics, electric mobility components, and other high-technology sectors by lowering the cost of importing sophisticated production equipment.

With global demand for batteries and electronic components rising rapidly, the latest policy measure is likely to further accelerate India’s ambition of becoming a major manufacturing hub for advanced technology products.
