New Delhi: The Appointments Committee of the Cabinet (ACC) on Wednesday approved a series of appointments, tenure extensions, and cadre-related decisions involving senior IAS and ICAS officers serving in key ministries and departments of the Government of India.
The orders, issued by the Department of Personnel and Training (DoPT), include extensions for senior officers serving in the Ministries of Agriculture, Jal Shakti, Civil Aviation, and Finance, while IAS officer Pankaj Yadav has been repatriated to his parent cadre with an extended cooling-off period.
Maninder Kaur Dwivedi Gets Two-Year Extension
The ACC has approved a two-year extension in the central deputation tenure of 1995 batch IAS officer of Chhattisgarh cadre, Mr Maninder Kaur Dwivedi, who is currently serving as Additional Secretary in the Department of Agriculture and Farmers Welfare.

According to the DoPT order, her tenure has been extended beyond August 31, 2026, up to August 31, 2028, or until further orders, whichever is earlier.
She has been serving in the position since June 2023.
Career Background
Before her appointment as Additional Secretary:
- She served as Managing Director of the Small Farmers’ Agri-Business Consortium (SFAC) from August 31, 2022
- Joined central deputation under the Department of Agriculture and Farmers Welfare
- Was empanelled in March 2023 for holding Additional Secretary or equivalent posts in the Government of India
Archana Verma’s Tenure in National Water Mission Extended
The ACC has also approved a one-year extension in the deputation tenure of Archana Verma (IAS:1995:AM), Mission Director of the National Water Mission (NWM) under the Ministry of Jal Shakti.
Her tenure has been extended beyond September 8, 2026, up to September 8, 2027.
She has been serving in the role at the level of Additional Secretary since September 8, 2022.
Notable Development
- IAS Verma was empanelled for holding Secretary-equivalent posts in the Government of India on February 29, 2026.
- The National Water Mission functions under the Department of Water Resources, River Development and Ganga Rejuvenation.
Pankaj Yadav Repatriated to Parent Cadre
In another key decision, 2001 batch IAS officer of Haryana cadre, Mr Pankaj Yadav, Additional Secretary in the Department of Rural Development, has been repatriated to his parent Haryana cadre.
The order also mentions an extension in his cooling-off period.
No immediate replacement has been announced for the post.
Vipin Kumar to Continue as AAI Chairman Till June 2027
The tenure of Vipin Kumar (IAS:1996:BH), Chairman of the Airports Authority of India (AAI), has been extended till June 24, 2027.
The ACC approved the Ministry of Civil Aviation’s proposal to continue his deputation tenure or until further orders, whichever is earlier.
Professional Journey
Mr Kumar has been serving as Chairman of AAI since October 2024 at the level of Additional Secretary.
Earlier, he served as:
- Additional Secretary, Department of School Education and Literacy
- Joint Secretary in the same department after joining central deputation in June 2020
- He was later empanelled and elevated to the rank of Additional Secretary.
Bhagwat Chaudhari’s Tenure Extended in DEA
The ACC has also approved a one-year extension in the tenure of Bhagwat Chaudhari ICAS:2008), Director in the Department of Economic Affairs (DEA).
His tenure has been extended beyond June 4, 2026, up to June 4, 2027.
Bhagwat Chaudhari has been on central deputation since June 5, 2020.
Focus on Administrative Continuity
The latest decisions reflect the Centre’s emphasis on maintaining continuity in key administrative positions across crucial sectors such as agriculture, water resources, civil aviation, rural development, and economic affairs.
The extensions granted to senior officers are expected to ensure stability in ongoing policy implementation, infrastructure development, and governance-related initiatives across ministries.
