New Delhi: The Election Commission of India (ECI) has given ASDD electors another opportunity to get their names included in the final electoral roll. The decision will benefit eligible voters who were left out of the draft voter list during the ongoing Special Intensive Revision (SIR) exercise.
The fresh opportunity covers Delhi, Maharashtra, Haryana, Andhra Pradesh, Jharkhand, Telangana and Nagaland. The Commission has also directed election officials to help affected voters submit their Enumeration Forms and complete the required process.
Why Has The Election Commission Given Another Opportunity to ASDD Voters
In an order dated November 6, 2026, the Election Commission directed the Chief Electoral Officers (CEOs) of seven states and Union Territories to provide another opportunity to eligible voters.

The decision covers people who were issued Enumeration Forms but whose names were not included in the draft electoral roll because they were marked under the ASDD category.
ASDD stands for Absent, Shifted, Dead and Duplicate. These categories are used to identify voters whose details require verification during the electoral roll revision process.
The Commission aims to ensure that genuine voters who could not submit their forms earlier or were wrongly marked under these categories get another chance to enter the final voter list.
Which States Will Benefit From The ECI Decision
The new instructions apply to the following seven states and Union Territories:
- Delhi
- Maharashtra
- Haryana
- Andhra Pradesh
- Jharkhand
- Telangana
- Nagaland
Eligible voters in these regions can submit their duly completed Enumeration Forms to the concerned Electoral Registration Officer (ERO) or Assistant Electoral Registration Officer (AERO).
The applications will be checked before eligible names are included in the final electoral roll.
How Can ASDD Voters Get Their Names Included
The Election Commission has introduced a systematic process to help affected voters complete their applications.
Booth-wise lists of voters marked under the ASDD category will be displayed again at polling stations, Panchayat Bhawans, Urban Local Body offices and Block Development Officer (BDO) offices.
These lists will also be uploaded in readable PDF format on the websites of the respective Chief Electoral Officers.
The lists will mention the probable reasons why the voters’ names were not included in the draft electoral roll.
1. Submit The Enumeration Form
Eligible voters can submit their duly completed Enumeration Forms (Annexure-A) to their local ERO or AERO.
Partially filled forms will also be generated through the ECINET dashboard to make the process easier.
Voters can download or complete their forms through the Election Commission’s official website or ECINET app using their existing EPIC number.
2. Voters Living At The Same Address
People who have not changed their residential address must submit their filled and signed Enumeration Form along with Annexure-B.
They must also provide a statement explaining why they could not submit their forms earlier.
The documents can be submitted physically to the ERO, AERO or Booth Level Officer (BLO). A family member can also submit them on behalf of the voter.
Online submission through ECINET with an electronic signature (e-sign) is also available.
3. Voters Who Have Shifted Within The Same State
Voters who have moved to another location within the same state must submit their Enumeration Form along with Annexure-C.
This statement must include their new residential address and Assembly Constituency details.
They must also provide valid address proof. The Commission has clarified that these voters do not need to submit Form 8 for this process.
Applications can be submitted to the ERO or AERO of the new constituency or through the concerned BLO.
4. Special Relief For Homeless Voters
The Election Commission has also made special arrangements for homeless voters who do not have documents to prove their residential address.
Such voters can submit their forms without the usual address documents.
In these cases, a field verification report prepared by the Booth Level Officer will be accepted as proof of residence.
BLOs To Contact Voters Through Home Visits And Digital Methods
The Election Commission has directed District Election Officers (DEOs) and EROs to make special efforts to contact affected voters.
Booth Level Officers will coordinate with Booth Level Agents (BLAs) appointed by political parties to identify and assist eligible voters. Officials will use several methods to reach affected people, including:
- House-to-house visits.
- Direct phone calls.
- WhatsApp messages.
- Email and SMS communication.
- Enquiries with neighbours and family members.
- Assistance through Resident Welfare Associations (RWAs).
The partially filled Enumeration Forms will also be made available through the ECINET system to simplify the application process.
New ‘Book A Call With BLO’ Facility Introduced
To make voter assistance easier, the Election Commission has introduced a Book a Call with BLO facility.
Voters can use this feature through the official ECI website and ECINET app to request assistance from their Booth Level Officer.
This facility is expected to help people who need guidance about their missing names, application forms or electoral registration process.
How Will The Election Commission Verify Applications of ASDD Voters
All received Enumeration Forms and supporting statements will be examined by the concerned Electoral Registration Officers.
The verification process will follow Rule 21(1) of the Registration of Electors Rules, 1960.
Officials will check the applicant’s eligibility, ordinary residence and other required details. Field verification may also be conducted wherever necessary.
After successful verification, accepted applications will be processed for inclusion in the Final Electoral Roll of the ongoing SIR exercise.
The Commission has also directed officials to establish monitoring systems to ensure that no eligible voter is left out while preventing duplicate registrations.
