Union Minister Dr Jitendra Singh on Friday said that role is of more importance than rule for today’s civil servants and that the governments mission Karmayogi will assure that the Indian bureaucracy doesn’t remain prisoners of rule.
Addressing the participants of the 47th Advanced Professional Programme in Public Administration (APPPA) at TNC Memorial Hall, Mr Singh said that under Prime Minister Narendra Modi’s leadership the Department of Personnel and Training (DoPT) had moved a proposal approved by the Cabinet on 2 September, 2020 which made the way for mission “Karmyogi”—the National program for Civil Service Capacity Building (NPCSCB).
Mission Karmyogi is an attempt to reincarnate the Indian bureaucracy to suit the requirements of contemporary India. This is believed to ensure that every officer is trained, equipped, updated and oriented to optimally discharge the role assigned rather than to remain a prisoner of rules.
According to a personnel ministry statement, the union minister was informed that in the 46th APPPA course participants got the chance to visit Sikkim, Darjeeling and Gujarat as a part of their rural-urban and forward area visits. The Indian Institute of Public Administration (IIPA) organised specials lectures and talks on relevant topics like that of Indo-China border conflicts, Indo-Pakistan relations, new education policy, mission Karmyogi and FRAC strategy out of others.
Mr Singh was pleased to share that IIPA designed and developed and excellent blended programme for the APPPA participants. He said, “very few Institutions could conduct this type of long-term training in Online mode successfully during this pandemic and added that this year also, the 47th APPPA course started on the scheduled time and IIPA came out with more excellent streams and contents. “
Mr Singh also inaugurated a Lecture Hall named after Late T N Chaturvedi at IIPA, New Delhi. He said that it is a memorable day for him as Shri Chaturvedi was a legendary personality who worked in different capacities during his chequered career. Mr Chaturvedi had a multifaceted personality who served as an IAS officer, CAG of India, twice Member of Parliament (Rajya Sabha), and Governor among other assignments.
Started in 1975, APPPA course was first of its kind in the Mid-career training segment designed for middle level Civil Servants and Defence forces officers. So far, over 1580 officers have attended this course from 1975 and this programme has been the flagship programme of IIPA.
