Chandigarh: The Haryana government on Tuesday issued two separate orders implementing a major administrative reshuffle, transferring and posting several IAS, IRPS, and HCS officers with immediate effect. The changes impact crucial departments, including Home, Revenue, Disaster Management, Urban Local Bodies, Health, Environment, Finance, and Municipal Administration.

The orders were issued in the name of the Governor of Haryana and signed by Chief Secretary Anurag Rastogi.

Sudhir Rajpal Appointed Home Secretary and Additional Chief Secretary

Sudhir Rajpal, IAS (HY:1990), who was serving as Secretary to Government, Haryana, Health & Family Welfare Department, along with additional charges of Medical Education & Research, Ayush, and Environment, Forests & Wildlife Departments, has been promoted and posted as Additional Chief Secretary (ACS).

New Responsibilities:

  • Home Department
  • Jails Department

Criminal Investigation and Administration of Justice Department

Additional Charge:

  • Environment, Forests & Wildlife Department

Remarks:

He assumes charge against a vacant post.
Relieves Sumita Misra, IAS (HY:1990) from the aforementioned departments.

Sumita Misra Entrusted with Revenue, Disaster Management, and Health Portfolios

Sumita Misra, IAS (HY:1990), previously serving as Additional Chief Secretary of Home, Jails, and Criminal Investigation & Administration of Justice Departments, has been reassigned with multiple key portfolios.

  • Revenue & Disaster Management
  • Consolidation Department

Additional Charges:

  • Health & Family Welfare Department
  • Medical Education & Research Department
  • Ayush Department

Remarks:

  • Posted against a vacant post.
  • Relieves Sudhir Rajpal, IAS (HY:1990) from health-related departments.

Arun Kumar Gupta Elevated as Principal Secretary to Chief Minister

Arun Kumar Gupta, IAS (HY:1992), who was Secretary to Chief Minister, Additional Chief Secretary Urban Local Bodies Department, and Member Secretary, Kurukshetra Development Board, has been elevated.

New Assignments:

  • Principal Secretary to Chief Minister, Haryana

Additional Charges:

  • Finance and Planning Departments

  • Relieves Anurag Rastogi, IAS (HY:1990) of the said charge.

Saket Kumar Takes Over Urban Local Bodies Department

Saket Kumar, IAS (HY:2005), formerly Additional Principal Secretary to Chief Minister, Commissioner & Secretary, Development & Panchayats Department, and Director, Haryana Power Generation Corporation Limited, has been transferred.

New Postings:

  • Commissioner & Secretary, Urban Local Bodies Department
  • Member Secretary, Kurukshetra Development Board (in addition to present duties)

Remarks:

  • Relieves Arun Kumar Gupta, IAS (HY:1992) from Urban Local Bodies Department.

Key Changes in Panchkula Municipal Administration

Ram Kumar Singh, IAS (HY:2012), who previously held multiple municipal roles in Panchkula, has been reassigned.

  • Special Secretary, Revenue & Disaster Management Department
  • District Municipal Commissioner, Panchkula
  • Commissioner, Municipal Corporation, Panchkula

New Posting:

  • Special Secretary, Revenue & Disaster Management Department

  • Relieves Vinay Kumar, IRPS (507:2015) from PMDA charge.

Vinay Kumar, IRPS (507:2015), formerly Joint Secretary, Haryana Public Service Commission (HPSC) and Additional CEO, PMDA, has also been reassigned.

  • Commissioner, Municipal Corporation, Panchkula
  • District Municipal Commissioner, Panchkula
  • Officer on Special Duty (OSD), Haryana Staff Selection Commission (HSSC)

Remarks:

  • Relieves Ram Kumar Singh, IAS (HY:2012) of Panchkula municipal charges
  • Relieves Chinmai Garg, HCS (2023) from OSD, HSSC charge

Focus on Governance, Urban Management, and Revenue Administration

The reshuffle reflects the Haryana government’s emphasis on strengthening governance, urban management, disaster management, and social sector administration. By realigning senior officers across revenue, health, urban local bodies, and municipal administration, the government aims to enhance coordination and efficiency in key departments.

All transfers and postings are effective immediately.
