Ranchi: Jharkhand Chief Minister Hemant Soren, in his Independence Day address in Ranchi, made a strong appeal to the state’s students and promised comprehensive reforms in the examination and recruitment system. He said the government would work to restore students’ confidence in competitive examinations by making the process more transparent, predictable and accountable.
Soren said students should not be forced to suffer because of irregularities in the examination system. His announcement comes amid continued concerns among students over examination-related issues, with a student agitation entering its 22nd day over alleged irregularities in competitive examinations.
The protesting students have been demanding a CBI probe into the alleged irregularities. Soren said his government wanted to move forward with students and had launched the “Students’ Talk with the Government” campaign to understand their concerns.
Annual Examination Calendar and Transparent Recruitment System
Soren said the government was moving towards introducing a time-bound annual examination calendar to provide greater certainty to candidates.
The proposed examination reforms include:
- Time-bound annual examination calendar
- Greater transparency in examinations and recruitment
- Timely availability of answer keys and OMR-related information
- Two-tier accountability in the examination process
- No arbitrary changes after the examination process has started
- Strict action against irregularities
- Greater accountability at every stage of the examination process
The Chief Minister said these measures would help ensure that candidates are not left uncertain about examination schedules, results and recruitment procedures.
‘Paper Leaks Will Not Be Tolerated’: Hemant Soren
Soren sent a strong message against examination irregularities and said the government would not compromise with the credibility of competitive examinations.
He said examinations should be conducted according to established rules rather than influence, with zero tolerance for paper leaks and other irregularities.
According to Soren, an examination controversy does not affect only the candidates appearing for that particular examination. It can also damage the confidence of an entire generation of students in the recruitment system.
He stressed that maintaining the credibility of examinations would be essential to restoring trust among Jharkhand’s youth.
Recruitment Process to Be Expedited
The Chief Minister linked examination reforms directly with employment opportunities for young people.
He said employment remains one of the government’s top priorities and that the objective should not be limited to conducting examinations. Recruitment and appointment processes must also be completed within a reasonable timeframe.
Soren said the government was working to create new employment opportunities across several sectors, including:
- Government services
- MSMEs
- Agriculture
- Healthcare
- Education
- Tourism
- Other emerging sectors
He specifically said recruitment processes conducted by bodies such as Jharkhand Public Service Commission (JPSC) and Jharkhand Staff Selection Commission (JSSC) would be strengthened to make appointments more timely.
‘Trust of Students Is the Biggest Priority’
Soren said the government’s responsibility does not end with conducting examinations. It must also ensure that candidates have confidence in the examination system and its outcomes.
He said the government wants to establish an examination mechanism where candidates can appear without fear or uncertainty and society can have confidence in the results.
The Chief Minister described Jharkhand’s youth as an important force in shaping the state’s future and urged students to remain hopeful about their prospects.
He said protecting the aspirations of young people was not only the government’s responsibility but also his personal commitment.
Jharkhand Government Focuses on Agriculture and Farmers
Beyond examinations and recruitment, Soren’s Independence Day speech covered several key areas of Jharkhand’s development.
On agriculture, the government highlighted efforts to strengthen farmers’ incomes through schemes, irrigation and diversification into allied activities.
The focus areas include:
- Horticulture
- Livestock
- Fisheries
- Millets
- Local agricultural produce
- Other allied agricultural activities
The government said diversification and better irrigation facilities would help strengthen rural incomes and improve the agricultural economy.
Over 16 Lakh MSMEs Employ More Than 60 Lakh People
Soren also highlighted the role of micro, small and medium enterprises (MSMEs) in Jharkhand’s economic development.
He said the state’s economic strength depends not only on large industries but also on small entrepreneurs, women-led enterprises, artisans and local businesses.
According to the figures cited in his address, Jharkhand currently has more than 16 lakh MSMEs, providing employment to over 60 lakh people.
The government said strengthening these enterprises would be important for generating employment and supporting local economic activity.
Investment Proposals Expected to Generate Over 22,000 Jobs
Soren referred to the National Stakeholders Consultation held in Ranchi and said Jharkhand had signed more than 10 Memoranda of Understanding (MoUs).
The investment proposals associated with these MoUs are expected to generate more than 22,000 employment opportunities.
The Chief Minister said attracting investment while ensuring employment generation would remain an important part of the state’s development strategy.
Women’s Empowerment Remains a Key Focus
The Independence Day address also highlighted initiatives aimed at strengthening women’s financial independence.
Soren referred to the Mukhyamantri Maiyan Samman Yojana, self-help groups and other programmes designed to support women and increase their economic participation.
The government said such initiatives are intended to strengthen women-led households and promote greater financial independence among women across the state.
Healthcare Infrastructure to Be Strengthened
Soren also highlighted efforts to expand and improve healthcare infrastructure in Jharkhand.
The initiatives include the construction of RIMS-2 and strengthening existing medical colleges, hospitals and primary healthcare facilities.
The government aims to improve access to healthcare services and strengthen medical infrastructure across the state.
Soren Outlines Vision for Jharkhand’s Development
The Chief Minister said Jharkhand’s development model should balance economic growth with social justice, environmental protection, tribal identity and sustainable use of natural resources.
He emphasised the need to ensure that economic development benefits communities while protecting the state’s natural resources and cultural identity.
Exam Reforms at Centre of Soren’s Message to Youth
The most significant part of Soren’s Independence Day address was his direct message to Jharkhand’s students.
With examination reforms, recruitment timelines, transparency and accountability at the centre of his remarks, the Chief Minister sought to address one of the most sensitive concerns among the state’s young population—the uncertainty surrounding competitive examinations and government jobs.
Soren’s message was clear: the examination system must become predictable, transparent and trustworthy, while recruitment processes should be completed within a reasonable timeframe.
He assured students that their aspirations should not suffer because of administrative lapses and reiterated the government’s commitment to protecting the future of Jharkhand’s youth.
