Himachal Govt Transfers 18 IAS & 16 HAS Officers in Major Reshuffle; Abhishek Jain Gets Financial Commissioner Charge

Shimla: The Himachal Pradesh government on Monday carried out a major administrative reshuffle, transferring and posting 18 Indian Administrative Service (IAS) officers and 16 Himachal Administrative Service (HAS) officers across key departments and district administrations. The exercise includes additional responsibilities for several senior officers, new appointments to strategic administrative positions, and district-level changes aimed at strengthening governance and service delivery.

Among the significant changes, Dr. Abhishek Jain (IAS:2002) has been entrusted with the additional charge of Financial Commissioner (Appeals), while continuing to serve in multiple key portfolios, including Advisor (Regulatory Reforms), Principal Secretary (Finance, Planning, Economics & Statistics, 20-Point Programme), Principal Secretary (JSV), and Principal Secretary (Technical Education).

The reshuffle also includes appointments in the Cooperation Department, Land Records, Milkfed, Medical Services Corporation, Power Transmission Corporation, district administrations, municipal corporations, and several public sector undertakings.

Dr. Abhishek Jain Gets Financial Commissioner (Appeals) Charge

One of the most significant decisions in the reshuffle is the assignment of the post of Financial Commissioner (Appeals) to Dr. Abhishek Jain.

Currently serving as Advisor (Regulatory Reforms) in New Delhi along with multiple Principal Secretary portfolios, Jain will now shoulder another crucial responsibility in the state administration.

Sudesh Kumar Mokhta Posted as Cooperation Secretary

IAS officer Sudesh Kumar Mokhta (2010 batch), who had been awaiting posting, has been appointed Secretary, Cooperation Department.

Meanwhile, Amarjeet Singh (2010 batch) has been relieved of the Cooperation portfolio and will continue as Secretary, Town & Country Planning and Housing, while retaining the additional charge of Secretary, Home Department.

Key Changes in Corporations and Departments

Several officers have been shifted to important state corporations and departmental leadership positions.

Torul S. Raveesh (2016 batch) has been transferred from the post of Managing Director of the State Industrial Development Corporation and General Industries Corporation to become Director, Land Records.

Replacing him, Abhishek Verma (2018 batch), who was serving as Director, Land Records, has been appointed Managing Director, HP Milkfed.

IAS officer Ajay Kumar Yadav (2018 batch) has been posted as Managing Director, Himachal Pradesh Medical Services Corporation.

Similarly, Mahendra Pal Gurjar (2018 batch), who was serving as Additional Deputy Commissioner, Una, has been appointed Director (Personnel & Finance), Himachal Pradesh Power Transmission Corporation Limited.

District-Level Administrative Changes

The reshuffle also witnessed significant changes at the district level.

Rahul Jain, Additional Deputy Commissioner (ADC), Solan, has been appointed Managing Director of the State Scheduled Castes and Scheduled Tribes Development Corporation and Managing Director of the Women’s Development Corporation. He has also been given additional responsibilities as:

  • Registrar, Dr. Y.S. Parmar University of Horticulture and Forestry, Nauni
  • Administrator, Manav Bharti University, Solan

Vinay Kumar, Additional Deputy Commissioner (Development)-cum-Project Director (DRDA), Kangra, has been entrusted with the additional charge of Managing Director, State Backward Classes Finance and Development Corporation.

Young IAS Officers Get New Responsibilities

Several young IAS officers have received new district-level postings.

Divyanshu Singhal (2020 batch) has been appointed Additional Deputy Commissioner (Development)-cum-Project Director (DRDA), Solan, replacing his earlier assignment as Managing Director of the State Handicrafts and Handloom Corporation.

Om Kant Thakur (2020 batch) has been posted as Managing Director, Himachal Pradesh State Handicrafts and Handloom Corporation.

Priyanshu Khati (2020 batch) moves from SDM, Chamba, to become Additional Deputy Commissioner (Development)-cum-Project Director (DRDA), Mandi.

Among the 2021 batch officers:

  • Gursimar Singh has been appointed Managing Director, General Industries Corporation Limited.
  • Ishant Jaswal has been posted as ADC (Development)-cum-Project Director (DRDA), Una.
  • Rupinder Kaur has been appointed ADC (Development)-cum-Project Director (DRDA), Bilaspur.
  • Dr. Rajdeep Singh has been posted as Municipal Commissioner, Solan Municipal Corporation.

Among the youngest officers,

  • Anjali Garg (2023 batch) has been posted as SDO (Civil), Kangra.
  • Chandra Prakash (2023 batch) has been appointed SDO (Civil), Mandi.

  • Sanjeev Kumar-I – Assistant Settlement Officer, Arki.
  • Shilpi Bekta – Additional Secretary, Public Works Department; will also hold additional charge of Secretary, State Election Commission.
  • Surjit Singh – Additional Deputy Commissioner (Development)-cum-Project Director (DRDA), Kullu.
  • Hitesh Azad – Assistant Settlement Officer, Shimla.
  • Siddharth Acharya – Executive Director, Himachal Road Transport Corporation (HRTC).
  • Sunny Sharma – SDO (Civil), Kupvi.
  • Naresh Kumar Verma – Additional Director, Lal Bahadur Shastri Government Medical College, Nerchowk.
  • Transfers Effective Immediately

The transfer and posting orders have come into effect immediately. The reshuffle is aimed at strengthening administrative efficiency, improving departmental coordination, and ensuring better governance through strategic deployment of officers across departments, public sector undertakings, and district administrations.
