Dehradun: In a significant late-night administrative move, the Uttarakhand government led by Chief Minister Pushkar Singh Dhami carried out a major reshuffle in bureaucracy, transferring 6 IAS and 26 PCS officers across key departments and districts. The large-scale reorganization is aimed at strengthening governance, improving administrative efficiency, and preparing the machinery for upcoming development initiatives.
The reshuffle includes officers serving as Additional District Magistrates (ADMs), City Magistrates, Deputy Collectors, and those holding key positions in commissions and departments.
Key Changes in IAS Cadre
As part of the reshuffle, several Indian Administrative Service (IAS) officers have been reassigned or relieved from their existing roles:
- Anand Swaroop has been relieved of his responsibilities as Commissioner of Food.
- Ruchi Mohan has been relieved as Additional Commissioner, Civil Supplies and Consumer Affairs.
- Prakash Chandra has been relieved from the post of Joint Chief Electoral Officer.

Meanwhile, a promotee IAS officer Banshi Lal Rana has been entrusted with the additional charge of Commissioner of Food, marking a significant responsibility in the administrative setup.
In district-level changes:
- Gauri Prabha, earlier Joint Magistrate of Ranikhet, has been transferred to Pauri as Joint Magistrate.
- Dikshita Joshi, previously posted in Pauri, has been shifted to Ranikhet as Joint Magistrate.
Banshi Lal Rana Given Key Responsibility
Among the IAS officers, Mr Rana’s appointment as Commissioner of Food (additional charge) stands out as a major decision. The role is crucial for ensuring efficient public distribution and food supply management in the state.
The reshuffle also reflects a strategic effort to assign greater responsibilities to younger IAS officers, especially at the district level.
Major PCS Reshuffle: Key Appointments Across Departments
The transfer list of 26 PCS officers includes several important postings across institutions, commissions, and districts:
- Nandan Singh Dungriyal has been appointed Secretary of the Uttarakhand Subordinate Services Selection Commission (UKSSSC)—a crucial role for ensuring transparency in recruitment.
- Shivkumar Baranwal has been appointed Registrar of Uttarakhand Ayurveda University, Harrawala (Dehradun).
- Saurabh Aswal has been appointed Additional District Magistrate (ADM), Nainital, along with additional charge as Competent Authority for Land Acquisition (CALA).
The reshuffle also impacted key districts such as Tehri, Nainital, Haridwar, and others.
Changes in Key PCS Positions
Several PCS officers have been reassigned with new responsibilities:
- Narendra Singh has been relieved as Registrar, Uttarakhand Ayurveda University.
- Shivkumar Baranwal, earlier Secretary of UKSSSC, now takes charge as Registrar, Ayurveda University.
- Prakash Chandra (PCS) has been appointed Joint Chief Electoral Officer, Uttarakhand.
- Nandan Singh Dugariyal has taken charge as Secretary, UKSSSC.
