Chennai: Dr. Beela Venkatesan (Rajesh), senior Indian Administrative Service (IAS) officer of 1997 batch and a pivotal figure in Tamil Nadu’s COVID-19 response, passed away on Wednesday at the age of 56 after a prolonged battle with a brain tumor. At the time of her passing, she was serving as Secretary of the Energy Department.

Dr. Venkatesan rose to statewide prominence in 2020 as Tamil Nadu’s Health Secretary, becoming a familiar and trusted face through daily press briefings that offered clarity during the unprecedented crisis of the pandemic.

Doctor, Bureaucrat, Crisis Manager

A medical doctor by training, Dr. Beela Venkatesan completed her MBBS from the prestigious Madras Medical College (MMC). Despite her medical background, she chose to enter civil service and cracked the UPSC examination in 1997. She was initially posted in Bihar and Jharkhand before being transferred to Tamil Nadu, where she served in several key roles.

Her contributions as Health Secretary were particularly significant — she led initiatives to digitize patient records through the Hospital Management Information System (HMIS) and played a key role in controlling the 2019 dengue outbreak in the state.

Leadership During the COVID-19 Pandemic

When the COVID-19 pandemic struck in early 2020, Dr. Venkatesan was entrusted with leading the Health Department. Despite not having previously managed such a high-profile portfolio, she quickly became the public face of Tamil Nadu’s pandemic response.

Her calm, data-driven approach and regular media briefings helped reassure the public and bring credibility to the state’s evolving health policies. While she was lauded for her administrative capability and medical insight, some media professionals noted her occasional impatience when facing tough questions — a reflection, perhaps, of the intense pressure she was under during the crisis.

Career in Tamil Nadu Administration

Over her illustrious career, Dr. Beela held a range of influential posts, including:

  • Sub-Collector of Chengalpattu
  • Commissioner of Fisheries
  • Commissioner for Town and Country Planning
  • Commissioner for Indian Medicine and Homeopathy
  • Principal Secretary for Health and Family Welfare

In each of these roles, she was known for her efficiency and commitment to public service.

Family of Public Servants

Dr. Beela Venkatesan hailed from a distinguished family of public servants. Her mother, Rani Venkatesan, was a senior Congress leader and a former MLA from Nagercoil. Her father, SN Venkatesan, served as a Director General of Police in Tamil Nadu.

She was married to Rajesh Das, a senior IPS officer from the Odisha cadre, currently serving as Additional Director General of Police (ADGP) in Tamil Nadu. However, his name was in the spotlight in 2021 after he was accused of sexual harassment by a woman police officer — an incident that attracted significant media attention and scrutiny.

A Quiet Trailblazer

Born on 15 November 1969 in Thoothukudi, Dr. Beela lived in Kottivakkam, Chennai. Colleagues described her as a focused, mission-driven officer who often preferred to stay out of the spotlight. Despite that, her leadership during the pandemic thrust her into public consciousness, transforming her into a household name in Tamil Nadu.

She was among the few bureaucrats in India with a medical background, which made her uniquely positioned to bridge the gap between public health policy and administrative implementation.

Dr. Beela Venkatesan’s death marks the end of a remarkable journey in public service that spanned decades and touched millions. From medical corridors to bureaucratic chambers, her career symbolized dedication, resilience, and an unwavering commitment to public health and governance.
