New Delhi: Senior Indian Foreign Service (IFS) officer Dr. Satyanjal Pandey, currently serving as Deputy High Commissioner of India in Sri Lanka, is likely to become India’s next Charge d’Affaires in Islamabad, according to reports citing officials familiar with the development.
If appointed, the 2008-batch IFS officer will replace Geetika Srivastava (IFS:2005), who has been heading the Indian High Commission in Pakistan as Charge d’Affaires since August 2023.
The proposed appointment comes at a time when India and Pakistan continue to maintain diplomatic relations only at the Charge d’Affaires level, following the downgrading of bilateral ties in 2019.
Likely to Head India’s Mission in Pakistan
According to reports, Dr. Satyanjal Pandey is expected to assume charge as India’s Charge d’Affaires in Islamabad, effectively becoming the senior-most Indian diplomat stationed in Pakistan.
The position carries significant diplomatic responsibility, as India has not appointed a High Commissioner to Pakistan since diplomatic ties were downgraded in 2019.
As Charge d’Affaires, Pandey will lead the Indian High Commission in Islamabad and oversee bilateral diplomatic engagement in the absence of a full-fledged High Commissioner.
Why Does India Have a Charge d’Affaires Instead of a High Commissioner?
India and Pakistan have maintained diplomatic missions headed by Charge d’Affaires since August 2019, when Pakistan downgraded diplomatic relations after India revoked the special status of Jammu and Kashmir under Article 370.
Since then:
- Neither country has restored High Commissioners.
- Diplomatic missions in New Delhi and Islamabad continue to function under Charge d’Affaires.
- Bilateral engagement remains limited, although essential diplomatic channels continue to operate.
Mr Pandey’s appointment would therefore be part of a routine leadership transition within India’s diplomatic mission.

Who Is Dr. Satyanjal Pandey?
Dr. Pandey is a 2008-batch Indian Foreign Service officer with a unique professional journey that began in medicine before transitioning to diplomacy.
Currently posted in Colombo, he serves as Deputy High Commissioner of India to Sri Lanka, one of India’s strategically important diplomatic assignments in the Indian Ocean region.
Over the years, he has held several key positions within the Ministry of External Affairs and India’s overseas missions.
Early Life and Education
Dr. Pandey completed his schooling in the physical sciences at St. Peter’s College, Agra, where he studied between 1984 and 1999.
He later pursued medicine and earned his MBBS degree from the prestigious King George’s Medical College (KGMC), Lucknow, between 1999 and 2004.
His medical background makes him one of the few Indian diplomats to have transitioned from the healthcare profession to the country’s elite diplomatic service.
From Doctor to Diplomat
Before joining the civil services, Dr. Pandey worked as a Resident Doctor at Guru Gobind Singh Hospital, Delhi, during 2006-07.
He subsequently cleared the UPSC Civil Services Examination and joined the Indian Foreign Service in 2008, beginning a career in diplomacy.
Major Diplomatic Assignments
During his career, Dr. Pandey has served in several important assignments:
Regional Passport Officer, Delhi
He served as the Regional Passport Officer (RPO), Delhi, beginning in July 2018, overseeing passport issuance and citizen services.
Ministry of External Affairs
He later worked as Deputy Secretary (Finance) in the Ministry of External Affairs, handling important administrative and financial responsibilities within the ministry.
Deputy High Commissioner to Sri Lanka
In August 2023, Dr. Pandey assumed charge as Deputy High Commissioner of India in Colombo, playing a key role in strengthening India-Sri Lanka relations across political, economic and strategic sectors.
Set to Replace Geetika Srivastava
If the appointment is formalised, Dr. Pandey will succeed Geetika Srivastava (IFS:2005), who became India’s first woman Charge d’Affaires in Pakistan in August 2023.
Her tenure came during a period when India-Pakistan relations remained limited, with diplomatic engagement confined largely to essential consular and official matters.
A Key Diplomatic Posting
Heading the Indian mission in Islamabad is considered one of the most sensitive assignments in the Indian Foreign Service due to the complex nature of India-Pakistan relations.
As Charge d’Affaires, Dr. Pandey would oversee:
- Political and diplomatic engagement.
- Consular affairs.
- Security-related coordination.
- Communication between the two governments through established diplomatic channels.
His experience in the Ministry of External Affairs and his current posting in Colombo are expected to aid him in handling one of India’s most challenging diplomatic assignments.
