New Delhi, India – The Government of India has officially launched its National Counter-Terrorism Policy & Strategy, PRAHAAR, to enhance national security and tackle evolving terror threats with a proactive approach. The PRAHAAR policy aims to prevent terrorist attacks, bring swift responses to threats, and strengthen coordination among national agencies. This strategy emphasizes India’s zero-tolerance stance toward terrorism while ensuring adherence to human rights and the rule of law.

What is the PRAHAAR Counter-Terrorism Policy?

The PRAHAAR Counter-Terrorism Policy is India’s new comprehensive national framework designed to address modern terror challenges, both traditional and technological. Announced by the Ministry of Home Affairs (MHA), the policy focuses on preventing terrorism through intelligence-led actions, coordinated responses, and resilience-building among society and institutions.

PRAHAAR directly addresses these new vectors.

India’s security agencies will now work through enhanced coordination and real-time intelligence sharing to neutralize threats before they materialize. This places a larger emphasis on pre-emptive action as well as robust investigation and prosecution.

The policy focuses heavily on intelligence-guided measures that help identify and disrupt threats early. The Multi Agency Centre (MAC) and Joint Task Force on Intelligence (JTFI) play essential roles in national coordination.

2. Swift Response

Local police and specialized central forces will be backed by national units such as the National Security Guard (NSG), ensuring rapid response to terror actions.

3. Aggregated Capacities

PRAHAAR stresses modern equipment, advanced training, and updated tactics for all counter-terror units. Standardization of procedures across states and agencies will improve response efficiency.

4. Human Rights and Rule of Law

Although strong actions are planned, the policy ensures that responses are consistent with legal norms, respect human rights, and preserve due process.

5. Tackling Radicalisation

Programs aimed at community outreach, de-radicalization, and productive engagement with youth are included to reduce conditions that lead to extremist beliefs.

6. International Cooperation

India will continue working with global partners to share intelligence, coordinate actions, and strengthen international frameworks against terrorism.

7. Recovery and Resilience

Post-attack rehabilitation, community support, and rebuilding measures are part of a broader strategy to make Indian society resilient.
