New Delhi: The Appointments Committee of the Cabinet (ACC) has approved an extension in the tenure of senior IAS officer J.V. Naga Subramanyam, who is currently serving as Joint Secretary in the Ministry of New and Renewable Energy (MNRE).
According to the latest order issued by the Central Government, the overall central deputation tenure of Subramanyam has been revised and extended up to February 15, 2027. With the latest extension, he will complete a total of seven years on central deputation.
The decision comes at a time when the Ministry is implementing several flagship renewable energy initiatives aimed at accelerating India’s transition towards clean and sustainable energy.
Serving as Joint Secretary in MNRE
Javvadi V. Naga Subramanyam, a 2009-batch IAS officer of the Assam-Meghalaya cadre, is currently serving as Joint Secretary in the Ministry of New and Renewable Energy.
Over the years, he has played an important role in formulating and implementing renewable energy policies and programmes that support India’s ambitious clean energy targets.
His tenure extension is expected to ensure continuity in the execution of key initiatives being undertaken by the Ministry.

Key Role in India’s Clean Energy Mission
Subramanyam has been closely associated with several major renewable energy programmes and policy initiatives designed to strengthen India’s energy security and expand the use of clean energy sources.
At MNRE, he has been functioning as Mission Director for some of the government’s flagship solar energy programmes, including:
- PM-Surya Ghar: Muft Bijli Yojana
- PM-KUSUM Scheme
- Other national solar and renewable energy initiatives
These programmes are central to India’s efforts to increase renewable energy capacity, promote rooftop solar installations and support sustainable agricultural energy solutions.
Educational and Professional Background
Born on February 16, 1980, in Andhra Pradesh, Subramanyam possesses a strong academic and professional background.
He holds a Bachelor of Commerce (B.Com) degree from Nagarjuna University and is qualified as both a Chartered Accountant (CA) and a Cost Accountant.
He is also a prestigious Chevening Gurukul Fellow from King’s College London, reflecting his exposure to international leadership and public policy programmes.
Before joining the IAS, he worked in the corporate sector as a project manager.
Unique Transition from IPS to IAS
One of the notable aspects of Subramanyam’s career is his transition from the Indian Police Service to the Indian Administrative Service.
He served as an IPS officer in Kerala between 2006 and 2009 before joining the IAS as a member of the Assam-Meghalaya cadre.
Over the years, he has built extensive experience across governance, public administration, economic development and social sector programmes.
Administrative Roles Across States
During his career, Subramanyam has held several important administrative positions in both state and central governments.
In Assam, he served as:
- Deputy Commissioner of Goalpara
- Mission Director, National Health Mission (NHM)
In these roles, he was associated with public health reforms, governance initiatives and district-level administration.
He later moved to Andhra Pradesh, where he held key positions including:
- Commissioner of Industries
- Vice Chairman of Andhra Pradesh Industrial Infrastructure Corporation (APIIC)
His tenure in Andhra Pradesh focused on industrial development, investment promotion and infrastructure creation.
Experience in Economic Affairs
Before joining the Ministry of New and Renewable Energy, Subramanyam served in the Department of Economic Affairs (DEA) under the Ministry of Finance.
In 2023, he took charge as Director in the Department of Economic Affairs, where he was involved in matters related to economic policy and public finance.
His experience across economic affairs, industrial development and public administration has contributed significantly to his current responsibilities in the renewable energy sector.
Continuity in Renewable Energy Programmes
The extension of Subramanyam’s tenure is expected to provide continuity to several ongoing renewable energy initiatives at a critical stage of implementation.
India has set ambitious targets for renewable energy expansion and is pursuing large-scale investments in solar, wind and green energy infrastructure. The Ministry of New and Renewable Energy is playing a central role in achieving these objectives through policy reforms, financial incentives and programme implementation.
With his tenure now extended until February 2027, Subramanyam is expected to continue contributing to the government’s clean energy agenda and support the execution of flagship schemes aimed at strengthening India’s renewable energy ecosystem.
