Jammu and Kashmir Chief Secretary Atal Dulloo has directed revenue officials to accelerate the digitisation of land records across the Union Territory, with over 68 lakh records already digitised under the ongoing modernisation programme.
Chairing a high-level review meeting, Dulloo instructed officials to clear the backlog of pending mutations, freeze Jamabandis in phases, and make authenticated land records publicly accessible to citizens.

Tehsildars Told to Clear Mutation Backlogs
The Chief Secretary directed Tehsildars to certify that no mutation backlogs remain pending in their jurisdictions.
He also ordered phased freezing of Jamabandis by Tehsildars, Sub-Divisional Magistrates, and Deputy Commissioners to ensure verified land records are available in the public domain.
To strengthen monitoring, Dulloo asked for the appointment of Prabhari Officers in consultation with Financial Commissioner (Revenue) Shaleen Kabra for district-level supervision and validation of records.
Land Records to Be Linked with Credit and Welfare Platforms
In a major governance push, the administration has decided to integrate digitised land records with the Reserve Bank of India’s Unified Lending Interface (ULI) to improve farmers’ access to institutional credit.
The Chief Secretary also directed immediate implementation of AgriStack components in areas where digitisation work has been completed.
Government Pushes Fully Digital Crop Surveys
Dulloo instructed the Revenue Department to fully transition to digital crop surveys in the upcoming agricultural seasons.
He also asked the Settlement Commissioner to conduct training and capacity-building programmes for field staff involved in land record digitisation and surveys.
Action Ordered Over Missing Revenue Records
The administration has also initiated efforts to trace missing Mussavis and other revenue records.
Officials responsible for tampering or disappearance of land records may face legal action, the Chief Secretary warned.
Nearly 95% Backlog Mutations Cleared
Officials informed the meeting that:
- All 20 districts and 206 tehsils are now covered under the digitisation programme.
- More than 6.47 lakh backlog mutations have been completed.
- Nearly 95% of the mutation target has already been achieved.
Over 14 Lakh Grievances Addressed
The Revenue Department reported receiving more than 14.49 lakh land-related grievances so far.
Out of these, over 14.27 lakh non-quasi judicial grievances have already been resolved.
25 Lakh ULPINs Generated Across Jammu & Kashmir
Officials also revealed that over 25 lakh Unique Land Parcel Identification Numbers (ULPINs) were generated between March and May 2026, covering thousands of villages across Jammu and Kashmir.
Progress under the SVAMITVA Scheme was also reviewed, with drone surveys and GIS-based mapping of rural abadi areas currently underway.
Property cards are being distributed in phases under the scheme.
Senior Officials Attend High-Level Review Meeting
The meeting was attended by senior officials, including:
- Shaleen Kabra
- Divisional Commissioners of Jammu and Kashmir
- Commissioner Survey and Land Records
- Inspector General Registration
- NIC officials and Deputy Commissioners through video conferencing
The review also examined progress on the JK Zameen Sudhar Portal, cadastral map digitisation, BhuNaksha integration, farmer registry creation, and AgriStack implementation.
