Major Administrative Reshuffle in Delhi: Over 30 IAS Officers Transferred, Nikhil Kumar Appointed Principal Secy, Revenue

Indian Masterminds Stories

In a significant administrative overhaul, Delhi Lieutenant Governor V K Saxena has announced the transfer and posting of over 30 IAS officers. This strategic move aims to address vacancies in critical sectors including health, education, revenue, and excise. The changes follow a meeting of the National Civil Services Authority (NCCSA), chaired by Delhi Chief Minister Atishi.

The NCCSA meeting, which had been delayed for several months due to various reasons—including the six-month imprisonment of former Chief Minister Arvind Kejriwal—has now paved the way for these important appointments. The announcement also coincides with the Union Ministry of Home Affairs transferring several IAS officers from the Arunachal, Goa, Mizoram, and Union Territories (AGMUT) cadre.

Among the notable transfers, YVVJ Rajasekhar, Delhi’s special secretary for vigilance and involved in several investigations related to the city’s excise policy, has been reassigned to Arunachal Pradesh. RN Sharma, previously commissioner of labor and education director, is moving to Jammu and Kashmir.

Key Appointments

Nikhil Kumar, 2002 batch IAS officer: Appointed Principal Secretary (Revenue) cum Divisional Commissioner.
Shilpa Shinde: Former managing director of the Delhi Transport Corporation, now chief executive officer of Delhi Jal Board.
Ravi Jha: Newly appointed excise commissioner of Delhi.

Focus on Women in Education

In a move to strengthen women’s representation, three women IAS officers have been appointed to the Education Department:

Veditha Reddy: Director (2015 batch).
Nazuk Kumar: Additional director (2016 batch).
Shreya Singhal: Additional director (2020 batch).
Additionally, Chanchal Yadav has been relieved from her role as secretary of home and commissioner of trade and taxes, and now takes on additional responsibilities in the women and child development department.

Other Noteworthy Changes

Ravi Dhawan: Appointed managing director of the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), replacing Sanjeev Kumar Mittal, who is now special commissioner in the Road Safety Cell.
B S Jaglan: Now executive director in DSIIDC.
S M Ali: Special secretary in the urban development department.
D Varma: Member of the Delhi Urban Shelter Improvement Board.
Vinay Kumar: Special secretary in the health department, also handling additional duties in the home department.
Rajnish Kumar Singh: Appointed additional secretary to the Delhi chief minister, having previously served as secretary to Atishi.

This extensive reshuffle is expected to streamline operations across various departments and enhance efficiency within these vital sectors, as experienced officers are placed in strategic positions.
