Bhopal: The Cabinet meeting chaired by Chief Minister Dr. Mohan Yadav in Bhopal on Tuesday approved a series of major decisions worth ₹21,485 crore aimed at strengthening infrastructure, public welfare, healthcare, education, and administrative reforms across the state.
The meeting focused on long-term development strategies, governance modernization, and citizen-centric reforms under the state government.
₹21,485 Crore Approved for Overall State Development
The Cabinet cleared a massive financial package of ₹21,485 crore to support the state’s multi-sector development agenda. According to officials, the allocation will strengthen key public systems including healthcare, rural governance, and infrastructure expansion.
The decisions are part of the government’s broader vision for “all-round and inclusive development” across Madhya Pradesh.
Major Relief Under Swamitva Rights Registration Scheme 2026
A key highlight of the meeting was the approval of the Swamitva Rights Record Execution and Registration Scheme 2026.
Under this scheme:
- Stamp duty and registration fees on property records will be completely waived
- The state government will bear the entire financial burden of ₹3,800 crore
- Around 68.11 lakh property rights records have already been prepared, including 48.32 lakh private properties
- The scheme aims to help rural citizens access bank loans using legally recognized property documents
Officials stated that Madhya Pradesh is becoming the first state to systematically secure rural property ownership rights using drone-based mapping technology.
Massive ₹17,059 Crore Boost for Health Infrastructure
The Cabinet approved ₹17,059 crore for strengthening health and medical education services under the Department of Public Health and Medical Education.
Key components include:
Operation of Medical Colleges and Hospitals (₹14,363 crore)
Funding has been approved for continuing medical colleges and associated hospitals from 2026 to 2031, ensuring free and quality healthcare services.
Expansion of PG Medical Education (₹657 crore)
This will support infrastructure upgrades and increase postgraduate medical seats in line with National Medical Commission standards.
New Medical Colleges (₹1,200 crore)
New medical colleges will be built in:
- Ujjain
- Seoni
- Chhatarpur
- Damoh
- Budni
Increase in MBBS Seats (₹838 crore)
This initiative will expand infrastructure and improve medical education capacity across existing institutions.
Revised Cost Approved for District Court Building in Indore
The Cabinet approved a revised cost of ₹626.61 crore for the construction of the District Court Building at Piplayahana in Indore.
The revision reflects updated construction requirements and infrastructure enhancements.
Free Uniforms for Students of Classes 1 to 8
In a major education welfare decision, the government approved free stitched uniforms for students from Class 1 to 8 in government schools starting from the 2026–27 academic session.
Key features:
- Two sets of uniforms per student
- Distribution before the start of the academic session
- Procurement through a transparent tender process managed by the Madhya Pradesh Textbook Corporation
Amendments to Panchayat and Cess Laws Approved
The Cabinet approved draft ordinances for:
- Madhya Pradesh Panchayat Raj and Gram Swaraj (Amendment) Ordinance, 2026
- Madhya Pradesh Cess (Amendment) Ordinance, 2026
These amendments aim to improve rural governance efficiency and update revenue-related legal frameworks.
SGST Exemption for Two Films Ratified
The Cabinet ratified the decision to provide SGST exemption for two Hindi films:
- “Tanvi The Great” directed by Anupam Kher
- “Shatak: 100 Years of Sangh”
The government will compensate the equivalent SGST amount, ensuring tax-free screenings for audiences in Madhya Pradesh.
Judicial Inquiry Commission for Bargi Reservoir Incident
The Cabinet also approved the formation of a one-member judicial inquiry commission headed by retired High Court judge Justice Sanjay Dwivedi.
The commission will investigate the cruise accident at Bargi Reservoir in Jabalpur that occurred on April 30, 2026, resulting in loss of lives.
The Cabinet meeting reflects a strong focus on infrastructure expansion, healthcare modernization, rural empowerment, education reform, and administrative transparency.
