In a step towards strengthening administrative learning and cross-sector governance exposure, the India Tourism Development Corporation (ITDC) welcomed two IAS Assistant Secretaries at its New Delhi headquarters as part of their institutional attachment programme.
The interaction offered the young officers an opportunity to gain firsthand insights into the functioning of one of India’s premier public sector enterprises in the tourism and hospitality sector.

Mugdha Sinha Leads Orientation Session
The orientation programme was led by Mugdha Sinha, IAS, Managing Director of ITDC, who introduced the visiting officers to the organisation’s vision, operational framework and strategic role in promoting tourism across the country.
The session served as a platform for discussions on governance, tourism development, public sector management, institutional innovation and service delivery.
Senior officials, including the Chief Vigilance Officer, Director (Finance), Director (Commercial and Marketing), departmental heads and other senior executives, participated in the interaction.
Understanding the Business of Tourism Governance
The Assistant Secretaries were briefed on ITDC’s diverse operations, including hospitality services, tourism infrastructure development, destination promotion and commercial activities.
Detailed presentations highlighted the corporation’s legacy, ongoing digital transformation initiatives, marketing strategies and future growth roadmap.
Discussions also focused on the role of tourism in economic development, employment generation and regional growth, alongside challenges and opportunities facing the sector.
Building Future Administrators Through Institutional Exposure
The attachment programme is part of the Government of India’s broader initiative to expose young IAS officers to the functioning of key public sector organisations beyond traditional administrative settings.
Such engagements are designed to provide practical understanding of organisational management, policy execution, inter-departmental coordination and governance mechanisms operating across different sectors.
Strengthening Collaboration Between Bureaucracy and Public Enterprises
Addressing the officers, Mugdha Sinha underscored the importance of knowledge-sharing and institutional collaboration in public administration.
She noted that interactions between government institutions and emerging civil service leaders help foster innovation, leadership capabilities and a deeper understanding of public sector dynamics.
The programme also enabled the Assistant Secretaries to interact directly with ITDC’s senior leadership team and observe the corporation’s organisational culture and operational practices.

The visit concluded with an interactive exchange of ideas between the officers and senior management, highlighting the importance of institutional partnerships, continuous learning and collaborative governance in advancing public service delivery.
