Jaipur: In a major development in the alleged ₹960-crore Jal Jeevan Mission (JJM) scam in Rajasthan, retired IAS officer Subodh Agarwal has been sent to 14-day judicial custody by a special Anti-Corruption Bureau (ACB) court following the completion of his police remand.
Court Rejects Further Police Custody
The former bureaucrat, who was arrested earlier this month, was produced before the ACB court after the end of his remand period. The court rejected the Anti-Corruption Bureau’s request for further police custody and instead remanded him to judicial custody.
Mr Agarwal had been arrested by the Anti-Corruption Bureau (ACB) on April 10 in connection with the alleged scam and had remained under police custody until now.

Allegations in ₹960 Crore JJM Scam
The case pertains to alleged irregularities in the implementation of the Jal Jeevan Mission (JJM) in Rajasthan, involving manipulation of tender processes and submission of forged documents to secure contracts worth several crores.
Investigators have alleged a nexus between private firms and senior officials of the Public Health Engineering Department (PHED), where:
- Fake completion certificates were submitted
- Tender conditions were manipulated
- Contracts were awarded through alleged collusion
Two firms—Shri Ganpati Tubewell and Shri Shyam Tubewell—are under scrutiny for allegedly submitting forged documents, including fake certificates of IRCON International Ltd, to secure contracts.
Role of PHED Officials Under Scanner
During the period when the alleged scam took place, Subodh Agarwal was serving as Additional Chief Secretary of the Public Health Engineering Department (PHED).
According to ACB sources, certain policy changes introduced during this time—such as making site visit certificates mandatory for projects above ₹50 crore—are under investigation. Officials claim this move may have:
- Violated standard procurement norms
- Exposed bidder identities
- Enabled cartelisation and “tender pooling”
This allegedly led to unusually high bid premiums ranging between 30% and 40%, which were later approved by departmental authorities.
Multiple Arrests, Probe Expands
The case has already seen multiple arrests. Last month, the ACB arrested nine individuals, including senior engineers and retired officials. Earlier, contractors linked to the case had also been taken into custody.
With the arrest of Subodh Agarwal, the total number of arrests in the case has risen to eleven, including a minister.
Officials have indicated that the investigation is ongoing, with more revelations likely as questioning continues.
Defence Claims Selective Investigation
Speaking to the media, Agarwal’s counsel Vedant Sharma argued that only a limited number of tenders were issued during his client’s tenure.
He claimed:
- Four tenders were issued during Agarwal’s tenure
- Thirty-three tenders pertain to his predecessor’s period
The defence has urged investigators to widen the scope of the probe to include earlier decisions.
Investigation Continues
Sources in the ACB stated that crucial inputs have been gathered during interrogation, and the probe is progressing on multiple fronts. Authorities are examining financial transactions, tender records, and administrative decisions linked to the alleged scam.
The case is expected to have significant implications for governance and procurement practices in Rajasthan’s public works sector.
Background: Role in Water Supply Department
Subodh Agarwal served as Chairman of the Finance Committee of the Water Supply Department from April 18, 2022, to May 17, 2023—a period now under scrutiny in the ongoing investigation.
Earlier, on April 10, the ACB court had remanded him to three days of custody. Following the completion of that period, he was again produced before the court at the Jaipur Collectorate Circle court premises.
