Patna: In a major political development, Samrat Chaudhary is set to become the next Chief Minister of Bihar after being elected leader of the BJP legislative party on Tuesday afternoon.
The swearing-in ceremony is scheduled for 11 am on April 15 at Lok Bhavan in Patna, marking a significant shift in the state’s political leadership.
The announcement was made by Union Minister Shivraj Singh Chouhan, who was appointed as the party’s observer. Party workers raised slogans welcoming Chaudhary as he arrived at the BJP office.
Political Transition Amid Nitish Kumar’s Likely Exit
The development comes amid strong indications that incumbent Chief Minister Nitish Kumar is preparing to step down, with intense political negotiations underway over the formation of a new government.
While no official confirmation has been issued regarding his resignation, April 14–15 have emerged as crucial dates in Bihar’s political calendar. Allies are reportedly backing the BJP to take the chief minister’s post for the first time under the current arrangement.

Administrative Shake-Up Precedes Political Change
Even before the formal leadership transition, the Centre’s Joint Secretary-level appointment orders issued a day earlier had already set the stage for a major bureaucratic shift in Bihar.
Several senior IAS and IPS officers from the Bihar cadre—many considered close to the Chief Minister’s Office—have been moved to central deputation, signaling a pre-emptive administrative realignment.
Officials and observers view this as a clear indication that bureaucratic restructuring had begun ahead of the political transition.
Key IAS and IPS Officers Moved to Centre
Among the prominent names in the first list of deputations:
- Anupam Kumar (IAS:2003:BH) Appointed as Joint Secretary in the Union government (variously linked to Power / New & Renewable Energy); regarded as a close aide to the CM.
- Vandana Preyasi (IAS:2003:BH) Appointed Joint Secretary in the Department of Fertilizers; previously Secretary, Social Welfare Department.
- Pratima Satish Kumar Verma (IAS:2002:BH) Appointed Commissioner (JS level) in the National Education Society for Tribal Affairs (NESTS); earlier Secretary, Science & Technology Department.
- Rakesh Rathi (IPS:2002:BH) Appointed Joint Secretary in the Ministry of Home Affairs.
- Saravanan M (IAS:2002:BH) Appointed Joint Secretary in the Department of Space.
Notably, Anupam Kumar and Pratima Verma, a senior bureaucratic couple, have both been moved to Delhi in the same round—seen as a significant indicator of shifting administrative equations.
Signal of a Broader Administrative Reset
The transfer of several influential officers—especially those closely linked to the Chief Minister’s Office—has triggered discussions within bureaucratic and political circles in Patna.
Sources indicate:
- More officers are likely to be deputed to the Centre
- A phased administrative restructuring is underway
- Officers have already been cleared for relieving from state duties
The timing of these moves—just a day before Nitish Kumar’s expected resignation—is being viewed as a strategic recalibration of Bihar’s administrative machinery.
Sequence Suggests Pre-Planned Transition
The sequence of events has drawn particular attention:
- Central deputation orders issued
- Senior officers moved out of Bihar cadre roles
- Political transition formalised with BJP leadership change
This timeline suggests that administrative changes were initiated ahead of the political shift, ensuring continuity and control during the transition phase.
What Lies Ahead
With Samrat Chaudhary set to take oath as Chief Minister, Bihar is poised to witness both:
- A political leadership change
- A parallel bureaucratic restructuring
The coming days are expected to see further clarity on cabinet formation and additional administrative reshuffles.
