Ex-Himachal Chief Secretary Sanjay Gupta Appointed Chairperson of Punjab State Electricity Regulatory Commission

Chandigarh: Just days after retiring as Chief Secretary of Himachal Pradesh, senior IAS officer Sanjay Gupta (IAS:1988:HP) has been appointed as the new Chairperson of the Punjab State Electricity Regulatory Commission (PSERC), one of the most important statutory bodies governing Punjab’s power sector.

Mr. Gupta, who superannuated as Himachal Pradesh Chief Secretary on May 31, 2026, formally assumed charge as PSERC Chairperson on June 3, 2026. He was administered the oath of office by Punjab Power Minister Tarunpreet Singh Sond.

His appointment comes at a crucial time when Punjab’s power sector faces multiple challenges, including tariff rationalisation, subsidy management, renewable energy integration, and improvement in electricity distribution services.

Selection Approved Before Retirement

Interestingly, Gupta’s selection process was completed even before his retirement from the Himachal Pradesh government.

According to official sources, a three-member high-level selection committee headed by Punjab Chief Secretary KAP Sinha (IAS:1992:PB) recommended Gupta’s name on May 27, 2026, just four days before his retirement. The recommendation was subsequently approved by Chief Minister Bhagwant Mann.

He succeeds former Punjab cadre IAS officer Vishwajit Khanna, whose tenure as PSERC Chairperson concluded on April 22, 2026.

Gupta will serve for a five-year term or until attaining the age of 65 years, whichever is earlier.

Tough Competition for the Coveted Post

Securing the top position at PSERC was far from straightforward.

Gupta reportedly faced stiff competition from several senior bureaucrats and technical experts associated with Punjab’s administrative and power sectors. Among the prominent contenders were:

  • Former Punjab bureaucrat A. Venu Prasad
  • Former Punjab bureaucrat Anurag Aggarwal
  • Special Chief Secretary Saravjit Singh
  • PSERC Member R.S. Saini, who had been holding additional charge of the commission following Vishwajit Khanna’s retirement

Despite strong competition, the selection committee ultimately recommended Gupta owing to his extensive administrative experience and leadership credentials.

Why the Appointment Matters

The Punjab State Electricity Regulatory Commission is a statutory regulatory authority established under the provisions of the Electricity Act, 2003.

The commission performs several critical functions, including:

  • Determining electricity tariffs in Punjab
  • Regulating power distribution and transmission
  • Approving power purchase agreements
  • Monitoring compliance with electricity laws and regulations
  • Adjudicating disputes involving power utilities and consumers
  • Ensuring efficient functioning of electricity companies operating in the state
  • Promoting renewable energy adoption and sustainable power practices

Given Punjab’s growing power demand and financial pressures in the energy sector, the role of the PSERC Chairperson carries significant importance in shaping the state’s energy future.

Appointment Gains Political Significance

Gupta’s appointment has also drawn attention because it comes amid criticism faced by the Bhagwant Mann-led government regarding the appointment of individuals from outside Punjab to key regulatory and administrative bodies.

Opposition parties have previously questioned appointments made to institutions such as the Punjab Pollution Control Board and the Punjab Large Industrial Development Board, arguing that local talent should be given preference.

Against this backdrop, Gupta’s selection as an officer from the Himachal Pradesh cadre has acquired additional political significance.

Immediate Challenges Before Gupta

As Chairperson, Sanjay Gupta will be expected to steer several important reforms and policy initiatives in Punjab’s power sector.

Some of the key priorities likely to be on his agenda include:

Rationalisation of Electricity Tariffs

Balancing consumer interests with the financial sustainability of power utilities remains one of the commission’s most challenging responsibilities.

Timely Disbursement of Power Subsidies

Punjab spends a substantial amount on power subsidies, especially for the agriculture sector. Ensuring efficient and timely subsidy mechanisms will be crucial.

Renewable Energy Integration

The state is aiming to increase renewable energy capacity. Gupta will play an important role in facilitating the integration of solar and other renewable energy sources into Punjab’s power grid.

Improving Service Quality

Enhancing reliability, reducing transmission losses, and improving consumer services will remain key areas of focus.

Regulatory Oversight

Strengthening regulatory compliance and ensuring transparency among power distribution and generation companies will also be a major responsibility.

A Distinguished Administrative Career

A 1988-batch IAS officer of the Himachal Pradesh cadre, Sanjay Gupta served in several important positions during his distinguished administrative career before becoming the Chief Secretary of Himachal Pradesh.

Known for his administrative experience and governance expertise, Gupta’s appointment is expected to bring strong institutional leadership to Punjab’s electricity regulatory framework at a time when the state is seeking to modernise and strengthen its power sector.
