New Delhi: South Eastern Coalfields Limited (SECL), a subsidiary of Coal India Limited, is strengthening digital governance and service delivery through its Hospital Management Information System (HMIS) and Pension Payment Order (PPO)/Jeevan Pramaan Patra Portal under Special Campaign 6. These initiatives are designed to improve access to essential healthcare and pension-related services while reducing paperwork, enhancing transparency and making administrative processes more efficient.

SECL’s Hospital Management Information System Streamlines Healthcare Services

SECL’s Hospital Management Information System (HMIS) provides an integrated digital platform for managing key healthcare activities, including patient registration, medical consultations, treatment records and medication-related information. The system enables the systematic maintenance of medical records and allows easier access to patients’ medical histories.

By digitising healthcare information, HMIS supports more organised record-keeping and helps streamline hospital-related administrative processes. It also facilitates the online processing of medical reimbursement claims, reducing the need for extensive paperwork and improving the efficiency of healthcare service delivery.

The platform further integrates AMRIT Pharmacy and medicine management, supporting the coordination of medicine-related information and contributing to more efficient healthcare administration.

PPO and Jeevan Pramaan Patra Portal Simplifies Pension Services

To improve pension-related services for retired employees and surviving spouses, SECL has developed a centralised PPO/Jeevan Pramaan Patra Portal. The platform aims to digitise pension documentation and simplify the annual Life Certificate submission process.

Through the portal, pensioners can access and download their Pension Payment Order (PPO) documents online. They can also submit their annual Life Certificates digitally, reducing dependence on physical documents and manual procedures.

The digital system is intended to make pension-related services more accessible and convenient for beneficiaries while helping simplify documentation and verification processes.

Governance Dashboard Enhances Transparency and Monitoring

SECL has also introduced an integrated governance dashboard to monitor PPO uploads and compliance across its operational areas. The dashboard supports the tracking of pension documentation and helps improve oversight of administrative processes.

By enabling better monitoring of compliance, the system contributes to greater transparency and efficiency in pension administration. It also supports SECL’s broader efforts to strengthen digital governance and reduce delays associated with manual record management.

Digital Initiatives Support Special Campaign 6

SECL’s digital governance initiatives complement the objectives of Special Campaign 6, which is being implemented from October 2 to October 31, 2026.

The campaign focuses on improving workplace cleanliness, managing electronic waste (e-waste), optimising office space, strengthening records management and reducing pendency in administrative work.

The implementation of HMIS and the PPO/Jeevan Pramaan Patra Portal aligns with these objectives by promoting paperless administration, improving digital record-keeping and streamlining the delivery of essential services.

Through these platforms, SECL aims to make healthcare and pension services more accessible to employees, pensioners and their families while supporting transparent, efficient and technology-driven administration.
