Bilaspur: In a significant step toward strengthening India’s coal logistics network, South Eastern Coalfields Limited (SECL) has signed a Memorandum of Understanding (MoU) with Konkan Railway Corporation Limited (KRCL) to develop key rail infrastructure across coal mining regions in Chhattisgarh and Madhya Pradesh. The partnership aims to enhance coal evacuation capacity, improve transportation efficiency, and support future production expansion.
MoU Signed to Boost Coal Transportation Infrastructure
The agreement was signed at SECL Headquarters in Bilaspur in the presence of senior officials from both organizations. The collaboration will focus on developing strategic rail corridors under the Development Partner (DP) Model and Hybrid Annuity Model of Indian Railways.
SECL has partnered with KRCL to utilize its expertise in railway infrastructure development, execution, and operations, ensuring faster and more efficient implementation of critical rail projects.
Key Rail Corridors Planned Under the Project
As part of the initiative, several important rail routes have been identified for development:
- 52-km Dipka–Gatora rail line
- 37-km Karonji–Madan Nagar corridor, with a proposed extension toward Bishrampur
- 14-km Amlai–Rampur Batura rail line
These corridors are expected to play a crucial role in unlocking the full production potential of SECL’s existing and upcoming coal mining projects. They will also ensure smoother coal movement to thermal power plants and industrial consumers across India.
Improving Coal Logistics and Reducing Bottlenecks
The new rail infrastructure is designed to reduce dependence on road transport and ease existing transportation bottlenecks. By shifting more coal movement to rail, the initiative is expected to improve operational efficiency, reduce logistics costs, and support more sustainable freight movement.
Additionally, the project will help streamline coal supply chains, ensuring uninterrupted fuel availability for India’s growing energy needs.
Boost to Regional Connectivity and Development
Beyond coal transportation, the proposed rail corridors are expected to enhance connectivity in remote and tribal regions of Chhattisgarh and Madhya Pradesh. Improved rail infrastructure could also pave the way for future passenger services, contributing to regional mobility and socio-economic development.
The project is likely to generate long-term benefits for local communities by improving access to markets, services, and employment opportunities.

Coal remains a critical component of India’s energy mix, and strengthening evacuation infrastructure is essential to support rising demand from power and industrial sectors. The SECL–KRCL partnership is expected to play a vital role in ensuring reliable coal supply and supporting India’s energy security objectives.
Both organizations will also coordinate with the Ministry of Railways and other stakeholders to explore long-term collaboration opportunities, including joint ventures and consortium-based development models.
