New Delhi: South Eastern Coalfields Limited (SECL) has launched a three-month Preventive Vigilance Campaign at its headquarters in Bilaspur, Chhattisgarh, with a focus on strengthening integrity, transparency and accountability across the organisation.
The campaign, themed “Probity for Prosperity”, will be conducted from August 17 to November 16, 2026 across SECL headquarters and its operational areas.
The campaign was inaugurated by SECL Chairman-cum-Managing Director (CMD) Harish Duhan. Brajesh Kumar Tripathi, Chief Vigilance Officer (CVO), Coal India Limited (CIL), joined the programme as Guest of Honour through video conferencing.
SECL Begins Preventive Vigilance Campaign
The inauguration ceremony was attended by senior SECL officials, Heads of Departments, officers and employees.
Those present included:
- N. Franklin Jayakumar, Director (Technical/Operations)
- Biranchi Das, Director (Human Resources)
- Ramesh Chandra Mohapatra, Director (Technical/Planning & Projects)
- Himanshu Jain, Chief Vigilance Officer, SECL
General Managers and officers from various operational areas also participated in the programme through video conferencing.
The programme began with the lighting of the ceremonial lamp, followed by floral tributes to Sardar Vallabhbhai Patel. The ceremony also included the rendition of Vande Mataram, the Coal India Corporate Song and the National Anthem.
Following the ceremony, CMD Harish Duhan administered the Integrity Pledge to the officers and employees.

CMD Harish Duhan Highlights Importance of Integrity
Addressing the gathering, SECL CMD Harish Duhan said that integrity, transparency and accountability are the foundations of organisational success.
He emphasised that Preventive Vigilance is not limited to preventing irregularities. It also focuses on developing stronger work processes that can make decision-making more transparent, fair and accountable.
The CMD called upon officers and employees to follow the guidelines of the Central Vigilance Commission (CVC) and perform their responsibilities with honesty, integrity and impartiality.
CIL CVO Calls for Stronger Processes and Early Risk Identification
Addressing the programme through video conferencing, CIL Chief Vigilance Officer Brajesh Kumar Tripathi said the objective of Preventive Vigilance is to strengthen organisational processes and systems while identifying potential risks at an early stage.
He stressed that the message of “Probity for Prosperity” can become meaningful only when integrity becomes an integral part of everyday work practices and decision-making.
The focus, he said, should be on building systems that help organisations identify vulnerabilities and improve processes before problems arise.
SECL CVO Stresses Employee Participation
SECL Chief Vigilance Officer Himanshu Jain described Preventive Vigilance as an important pillar of good governance, transparency and an accountable work culture.
He urged all officers and employees to actively participate in the campaign and contribute towards achieving its objectives.
The campaign aims to make vigilance a continuous part of organisational functioning rather than limiting it to compliance-related activities.
Awareness Programmes and Workshops to Be Held
During the three-month campaign, SECL will organise a range of activities at its headquarters and operational areas.
These activities will include:
- Vigilance awareness programmes
- Capacity-building workshops
- Interactive sessions
- Quizzes
- Essay competitions
- Debate competitions
- Other employee engagement initiatives
The activities will focus on improving awareness of vigilance practices while encouraging employees to identify opportunities for strengthening organisational systems and processes.
Focus on Transparency, Accountability and Better Systems
The “Probity for Prosperity” campaign aims to build a stronger culture of integrity across SECL.
Along with promoting ethical conduct, the initiative will focus on improving organisational processes so that decision-making becomes more transparent, fair and accountable.
The campaign is expected to encourage employees across SECL’s headquarters and operational areas to take greater ownership of vigilance and governance practices.
