The Appointments Committee of the Cabinet (ACC) has approved the appointment of Swapnil Agrawal, a 2011-batch officer of the Indian Defence Accounts Service (IDAS), as Director in the Department of Financial Services (DFS), Ministry of Finance.
According to an order issued by the Department of Personnel and Training (DoPT), Agrawal has been appointed under the Central Staffing Scheme following the recommendation of the Civil Services Board (CSB).

Appointment Cleared by ACC
The appointment has been approved against a vacant Director-level post in the Department of Financial Services, one of the key departments responsible for policy formulation and oversight of the banking, insurance and financial services sectors in the country.
The order states that Agrawal will assume charge of the post from the date of joining.
Tenure Till April 2029
As per the notification, the officer will serve in the position up to April 24, 2029, or until further orders.
The tenure has been fixed in accordance with Central Staffing Scheme norms, taking into account the combined seven-year tenure prescribed for service on Central Staffing Scheme and non-Central Staffing Scheme posts.
Experienced Officer from Defence Accounts Service
Swapnil Agrawal belongs to the 2011 batch of the Indian Defence Accounts Service, one of the Group ‘A’ civil services responsible for financial management, audit and accounting functions within the defence establishment.
His appointment to the Department of Financial Services is expected to strengthen the department’s administrative and financial management capabilities at a time when the financial sector continues to undergo significant policy and regulatory reforms.
Key Role in Financial Sector Governance
The Department of Financial Services oversees public sector banks, financial institutions, insurance companies and pension-related matters, making the Director-level position a crucial administrative assignment within the Union Government.
The appointment reflects the government’s continued practice of deploying officers from diverse civil services backgrounds to key policymaking and administrative roles under the Central Staffing Scheme.
