New Delhi: The Government of India has appointed two young and accomplished civil servants — Tapasya Raghav and Jai Patil — as Deputy Secretaries in key departments of the Union Government.
The appointments were notified as part of the latest personnel orders issued by the Department of Personnel and Training (DoPT).
Tapasya Raghav Appointed Deputy Secretary in Department of Higher Education
Tapasya Raghav, a 2013-batch IAS officer of the AGMUT cadre, has been appointed as Deputy Secretary in the Department of Higher Education for a period of four years.
She is currently serving as Special Secretary in the Department of Health and Family Welfare, Delhi Government.
Born on September 1, 1988, Raghav holds a Bachelor of Dental Surgery (BDS) degree from Rajasthan University of Health Sciences.

Over the course of her career, she has served in a wide range of important assignments, including:
- Special Commissioner (Trade & Taxes/Health)
- Project Director (CATS)
- District Collector
- Mission Director
- Director
- Sub-Divisional Magistrate (SDM)

Her appointment to the Department of Higher Education brings a combination of healthcare administration and field governance experience to a critical policy role in the education sector.
Jai Patil Selected as Deputy Secretary in Department of Economic Affairs
Jai Patil, a 2014-batch officer of the Indian Railway Traffic Service (IRTS), has been appointed as Deputy Secretary in the Department of Economic Affairs under the Ministry of Finance for a period of four years.
The appointment was approved by the competent authority following his recommendation for central deputation by the Ministry of Railways. According to a DoPT order issued on May 13, 2026, his tenure will begin from the date he assumes charge of the post or until further orders, whichever is earlier.
From IT Professional to Senior Civil Servant
Before joining the civil services, Patil worked in Pune as a software executive and UI designer focused on financial systems.
After entering the IRTS, he underwent foundational training at the Indian Railways Institute of Transportation Management (IRITM) and served in operational roles such as:
- Assistant Operations Manager, Mumbai
- Divisional Operations Manager, Vadodara
In these positions, he oversaw large-scale freight and passenger movement operations before moving to a policy-oriented role in the Finance Ministry.
Strategic Appointments in Key Policy Departments
The appointments of Raghav and Patil underscore the Government of India’s emphasis on deploying officers with strong administrative and technical backgrounds to critical policy departments dealing with higher education and economic affairs.
Both officers are expected to contribute significantly to policy formulation, implementation, and inter-ministerial coordination in their respective departments.
