In a significant development, the Uttar Pradesh government has issued transfer orders for 10 senior officers, including key appointments and additional responsibilities.
Among the transfers, 2004 batch IAS officer Dr Raj Shekhar has been appointed as the new Managing Director (MD) of Uttar Pradesh Jal Nigam, while 1996 batch IAS officer Anil Garg has been given additional charges as State Nodal Officer for the Pradhan Mantri Krishi Sinchai Yojana and MD of the Uttar Pradesh Land Reforms Corporation, alongside his current roles.
Another key change involves Manoj Singh, an IAS officer of 1989 batch and the Additional Chief Secretary of Forest, who has been placed on the waiting list, a move that has raised eyebrows across the administration. Sources suggest that Singh’s placement on the waiting list may be a result of recent concerns raised about his performance, and his work is likely under review by the government.
In other significant transfers, 1989 batch IAS officer Anil Kumar (III) has been entrusted with the additional charge of Principal Secretary of the Forest, Environment, and Climate Change Department, while 2014 batch IAS officer Ravi Ranjan will continue as MD of UP Electronics Corporation Limited.
2019 batch IAS officer Sanya Chhabra has been appointed as the new MD of the Uttar Pradesh State Tourism Development Corporation, while Prranata Aishwarya, an IAS officer of 2019 batch, will take charge as MD of UP Agro.
The transfer of key responsibilities, especially the removal of Ravi Ranjan from the posts of Managing Director of both the UP State Tourism Development Corporation and UP Agro, has surprised many. This decision is being seen as particularly significant given its timing, just ahead of the upcoming by-elections. Government insiders suggest that the reshuffling is aimed at ensuring more efficient governance, with a focus on delivering faster results.
2017 batch IAS officer Prabhash Kumar has been appointed as Director of Namami Gange and Rural Water Supply Department, and Joint MD of Jal Nigam (Rural).
A promotee IAS officer Uday Bhanu Tripathi (2011 batch SCS), previously in the Housing and Urban Planning Department, has now been given responsibility in the Urban Development Department. Additionally, Dr. Kanchan Saran (2013 batch SCS), also a promotee IAS officer and the Additional Commissioner, has been appointed as the Secretary of the State Women’s Commission.
Government sources have confirmed that the transfers were carried out after careful consideration, with a clear intent to revitalize leadership and ensure quick outcomes in key areas. The decision to place several officers on significant and sensitive posts indicates the government’s push for more proactive governance in the coming months.
The timing of these transfers, with by-elections on the horizon, has sparked widespread discussion and speculation about the political implications of these administrative changes.
