Lucknow: The Uttar Pradesh government on Thursday carried out a major bureaucratic reshuffle, transferring 20 IAS officers and making significant changes at the Secretary and Special Secretary levels. The reshuffle also includes appointments of new Chief Development Officers (CDOs) in Azamgarh, Ballia and Etawah, besides assigning fresh responsibilities to several recently inducted IAS officers from the Provincial Civil Services (PCS) cadre.
The transfer orders, issued late on Thursday, affect key departments including Revenue, Medical Education, Labour, Geology & Mining, Culture, State Tax, Urban Development and Rural Development.
Major Secretary-Level Changes
Among the prominent appointments, Sudha Verma has been shifted from the post of Secretary, Revenue and appointed as Labour Commissioner.
Dr. Sarika Mohan, who was serving as Director General, Medical Education and Secretary, Medical Education, has been appointed Inspector General of Registration.
Replacing her, Neha Sharma, who was serving as Inspector General of Registration, has been posted as Director General, Medical Education and Secretary, Medical Education.
Changes in Rural Development and Mining Departments
Arun Kumar, earlier serving as Additional Director General, Geology & Mining, has been appointed Mission Director, Uttar Pradesh State Livelihood Mission.
J. Reebha has been entrusted with the additional charge of Additional Director, Geology & Mining, while continuing as Special Secretary in the department.
Meanwhile, Deepa Ranjan has been transferred from the post of Mission Director, State Livelihood Mission, to Special Secretary, Culture Department.
Culture Department Gets New Responsibilities
Sanjay Kumar has been relieved of his responsibilities as Special Secretary, Culture, and assigned the additional charge of Director, Culture.
At the same time, Vishal Singh, who continues as Special Secretary, Culture, has been relieved of the additional charge of Director, Culture.
Power and Tax Departments
Sandeep Bhagia, previously Additional Commissioner, State Tax, has been appointed Managing Director, Madhyanchal Vidyut Vitran Nigam Limited (MVVNL).
New Chief Development Officers Appointed
The government has also reshuffled district-level administrative leadership.
Azamgarh
- Parikshit Khatana, Chief Development Officer, Azamgarh, has been posted as Additional Commissioner, State Tax, Gautam Buddh Nagar.
- Rakesh Kumar Patel, earlier Additional Commissioner, Lucknow Division, has been appointed Chief Development Officer, Azamgarh.
Ballia
- Ojaswi Raj, Chief Development Officer, Ballia, has been appointed Municipal Commissioner, Mathura-Vrindavan.
- Alok Kumar, previously serving as Additional District Magistrate, has been appointed Chief Development Officer, Ballia.
Etawah
- Ajay Kumar Gautam, Chief Development Officer, Etawah, has been transferred as Additional Commissioner, State Tax, Ghaziabad-I.
- Sanjay Kumar Singh, serving as Additional District Magistrate (Administration), has been appointed Chief Development Officer, Etawah.

Among other changes:
- Manikandan A, who was awaiting posting, has been appointed Additional Land Management Commissionerin the Revenue Council.
- Dr. Vandana Verma, Joint Managing Director, State Sugar Corporation, has been given additional charge of the Cooperative Sugar Mills Federation.
