Who Is Dhirendra Singh Sachan?
Dhirendra Singh Sachan is a 2013-batch IAS officer of the Uttar Pradesh cadre who entered the IAS through promotion from the State Civil Service.
Before this transfer, he was serving as Special Secretary in the Medical, Health and Family Welfare Department of the Uttar Pradesh government.
His appointment as Director of Panchayati Raj places him in charge of a department responsible for supporting the state’s rural local-government institutions and implementing programmes related to Panchayati Raj administration.
Four CDO-Level Changes in the Reshuffle
The reshuffle affects district development administration, with changes involving officers associated with Azamgarh, Muzaffarnagar and Agra.
Rakesh Kumar Patel
Rakesh Kumar Patel has been appointed Special Secretary in the Medical, Health and Family Welfare Department. He was serving as Chief Development Officer of Azamgarh before the transfer.
K.K. Deshbhushan
Kandarkar Kamalkishor Deshbhushan has been transferred from the post of CDO, Muzaffarnagar, to become CDO, Azamgarh.
He is a 2021-batch IAS officer of the Uttar Pradesh cadre. His previous assignments include serving as Joint Magistrate in Varanasi and Meerut before taking up the Muzaffarnagar posting.

Rajesh Kumar Shifted to Urban Employment Department
Rajesh Kumar, who was serving as Additional Commissioner in the Agra Division, has been appointed Special Secretary in the Urban Employment and Poverty Alleviation Department in Lucknow.
The name is shared by multiple serving officers, and the available transfer report does not provide enough identifying information to establish his exact batch and cadre confidently. It would therefore be inappropriate to attach a batch year without checking the official order.
Devendra Kumar Singh Kushwaha Placed on Waiting List
Devendra Kumar Singh Kushwaha, a 2012-batch IAS officer of the Uttar Pradesh cadre, who was serving as Member (Judicial) of the Board of Revenue in Prayagraj, has been placed on the waiting list as part of the reshuffle.
Panchayati Raj Directorate Gets a New Director
Sachan’s appointment fills the Director of Panchayati Raj position following earlier changes in the department’s leadership.
The Directorate plays an important role in coordinating Panchayati Raj institutions and supporting rural governance programmes across Uttar Pradesh. The new assignment places Sachan in charge of the department as the state continues its administrative work involving local governance and rural development.
The latest reshuffle brings changes across departmental and district-level administration, with the affected officers expected to take up their new responsibilities according to the government’s transfer orders.
