UPSC to Hold Key Meeting on Aug 3 for Induction of JKPS Officers into IPS; 8 Vacancies Likely to Be Filled

The UPSC will convene a crucial meeting on August 3 to consider the induction of eight Jammu & Kashmir Police Service officers into the IPS against vacancies identified by the Ministry of Home Affairs for the 2021-2024 select lists.

New Delhi/Jammu: The Union Public Service Commission (UPSC) has convened a crucial meeting on August 3, 2026, to consider the induction of eight officers of the Jammu and Kashmir Police Service (JKPS) into the Indian Police Service (IPS). The meeting, to be held in New Delhi, is expected to fill all eight vacancies identified by the Ministry of Home Affairs (MHA) under the promotion quota.

According to official sources, all procedural formalities required for the induction process have been completed, raising expectations that the eligible JKPS officers will receive approval for induction into the IPS.

Top J&K Officials to Attend Selection Committee Meeting

The Selection Committee meeting will be chaired by a UPSC Member and attended by senior officials from the Jammu and Kashmir administration and the Union Government.

Those expected to participate include:

  • Chief Secretary Atal Dulloo
  • Director General of Police Nalin Prabhat
  • Home Secretary Chandraker Bharti
  • One senior civil administration officer
  • One senior police officer
  • Representative of the Ministry of Home Affairs (MHA)

Sources said all mandatory documentation, including No Objection Certificates (NOCs), Anti-Corruption Bureau (ACB) clearance, and verification of the absence of legal impediments, has already been submitted to the UPSC.

Eight IPS Vacancies Identified for 2021–2024

The MHA has determined eight vacancies for induction of JKPS officers into the IPS through promotion for the select lists of 2021, 2022, 2023 and 2024.

The vacancy distribution is as follows:

  • Select List 2021: 5 vacancies
  • Select List 2022: No vacancy
  • Select List 2023: 2 vacancies
  • Select List 2024: 1 vacancy

Officials said the five vacancies under the 2021 select list include unfilled posts carried forward from the 2015, 2016, 2017, 2018, 2019 and 2020 select lists.

Following induction, the promoted officers will be allotted IPS batch years beginning from 2015 onwards, depending on the vacancy year against which they are selected.

AGMUT Cadre Strength and Vacancies

According to official figures, the authorised strength of the AGMUT Cadre (Jammu & Kashmir segment) stood at 47 posts as of January 1, 2026.

Of these:

  • 34 posts are currently occupied
  • 13 clear vacancies exist in the cadre
  • Eight vacancies have already been earmarked for the Select Lists of 2021-2024

The remaining five vacancies, which arose during 2025, will be considered separately while determining the Select List for 2025.

Nearly 44 JKPS Officers Inducted Since 2022

The proposed induction continues the ongoing process of promoting State Police Service officers into the IPS.

Nearly 44 JKPS officers have been inducted into the IPS over the past three-and-a-half years. Before that, however, no inductions took place between 2011 and 2021, primarily due to prolonged legal disputes and administrative hurdles.

The delay had affected the career progression of many JKPS officers, with several retiring as Senior Superintendents of Police (SSPs) without receiving IPS induction, thereby losing opportunities for promotion to higher ranks such as Deputy Inspector General (DIG).

Promotion Quota Restored to 67:33 Ratio

At present, IPS cadre posts are filled under a 67:33 ratio, with 67 percent reserved for direct IPS recruits and 33 percent filled through promotion from the State Police Service.

The ratio had briefly been revised to 50:50 during the previous UPA government but was restored to the 67:33 formulaby the BJP-led government after 2014, bringing Jammu and Kashmir in line with other states and Union Territories.

New Rules Create More Career Opportunities

Under the revised service rules, JKPS officers inducted into the IPS can now be posted against eight senior positionsearmarked for promotee officers.

These include:

IGP-equivalent posts

Commissioner, Civil Military Liaison
Commissioner, Investigations (Human Rights)

DIG-equivalent posts

  • Special Director, Anti-Corruption Bureau (ACB)
  • Director, Civil Defence and SDRF (Kashmir)
  • Director, Home Guards (Jammu)
  • Director, Home Guards (Kashmir)
  • Additional Director, State Investigation Agency (SIA)
  • Director, Commando Training Centre (CTC), Lethpora

According to the eligibility norms, JKPS officers require 18 years of service for appointment to Director-level posts, while 22 years of service is necessary for Commissioner-level assignments.

Crucial Meeting for Career Progression

The August 3 meeting is expected to play a significant role in addressing long-pending career advancement issues within the Jammu and Kashmir Police Service. If approved, the induction of eight officers into the IPS will not only fill identified vacancies but also open avenues for promotions to senior leadership positions in the Union Territory’s police administration.
