Patna: Senior IPS officer Vinay Kumar, who was serving as Director General of Police (DGP) of Bihar, has taken voluntary retirement from service months before his scheduled superannuation and has been appointed the state’s new Chief Information Commissioner (CIC).
A 1991-batch IPS officer, Kumar’s tenure as Bihar DGP was due to end in December when he was scheduled to retire. However, he applied for voluntary retirement on September 25, and the state government accepted his request with immediate effect.
According to a notification issued by the Bihar Home Department late Saturday night, the government approved his Voluntary Retirement Scheme (VRS) request by relaxing the rules that normally require an applicant to provide three months’ notice.
Vinay Kumar’s VRS Accepted With Immediate Effect
Kumar’s voluntary retirement comes after he recently went on leave for health reasons.
The Home Department notification said that his request for VRS, submitted on September 25, was accepted with immediate effect. The government also relaxed the mandatory three-month notice requirement for his voluntary retirement.
His decision brings his tenure as Bihar’s top police officer to an early close, ahead of his scheduled superannuation in December.
The development also sets the stage for his transition from the police service to a constitutional information-related role in the state.

Appointed Bihar’s Chief Information Commissioner
In a separate notification issued by the General Administration Department, Vinay Kumar has been appointed as the Chief Information Commissioner of Bihar.
The appointment will take effect from the date he assumes charge.
This means Kumar is set to move into the State Information Commission after his retirement from the IPS. The Chief Information Commissioner heads the state-level information commission, which deals with matters related to citizens’ rights to access information under the Right to Information framework.
According to official sources cited in the report, Kumar is likely to take up the new assignment after receiving treatment for his medical problems.
Health Leave Preceded the Transition
Kumar had recently gone on leave for health reasons before applying for voluntary retirement.
His medical treatment is also expected to determine when he formally assumes charge as Chief Information Commissioner.
The sequence of events — health-related leave, VRS application and appointment to the information commission — marks a transition from his policing career to a new administrative and information-related responsibility.
Preeta Verma Continues as Acting DGP
With Kumar proceeding on leave earlier this month, Preeta Verma, also a 1991-batch IPS officer, had taken over as the Acting DGP of Bihar.
Following Kumar’s voluntary retirement, Verma is likely to continue as Acting DGP until further orders.
Her continuation provides administrative continuity at the top level of the Bihar Police while the government decides on the longer-term arrangement for the DGP post.
What the Change Means for Bihar Police
Kumar’s departure comes only a few months before his scheduled retirement. His VRS therefore brings a change in the leadership of the Bihar Police earlier than originally expected.
At the same time, the appointment of an experienced 1991-batch IPS officer to the State Information Commission shifts his next public-service role from policing to information-related responsibilities.
The immediate arrangement, with Preeta Verma continuing as Acting DGP, allows the police administration to function while the next steps regarding the DGP position are determined.
From Bihar Police to Information Commission
Vinay Kumar’s move represents a transition between two important areas of public administration.
As DGP, he headed Bihar’s police force until his voluntary retirement. His appointment as Chief Information Commissioner will place him in a different institutional role focused on the state’s information commission.
