CM Vishnu Deo Sai Sets Stern Tone at Collectors’ Conference: “Negligence in Public Interest Will Not Be Tolerated”

Focus on Good Governance, Zero Tolerance for Laxity, and Concrete Targets for Public Welfare

Raipur: Chief Minister Vishnu Deo Sai made it clear at the 2025 Collectors’ Conference held at the Secretariat (Mahanadi Bhawan) that good governance must be reflected in action, not just paperwork. He emphasized that negligence in delivering public services will not be tolerated, especially when it comes to key welfare schemes.

Joined by Chief Secretary Vikas Sheel, departmental secretaries, divisional commissioners, and collectors from across the state, the Chief Minister set a strong precedent by starting the meeting ahead of schedule—an indicator of his demand for discipline, accountability, and results.

Scheme Implementation Must Reflect On-Ground Impact

Calling the conference more than just a review meeting, CM Sai directed officials to ensure visible impact of state and central government schemes. “Your presence and sensitivity among the public is your true identity,” he said, calling for real-world outcomes, not just paperwork.

He urged the Secretaries-in-Charge and Divisional Commissioners to review all schemes regularly, especially in tribal and remote regions, and ensure that benefits reach the last mile.

Malaria Eradication in Bastar a Top Priority

Addressing health concerns, the Chief Minister placed special focus on malaria-affected areas in the Bastar Division, instructing officials to identify hotspot regions and launch intensive eradication campaigns.

He also emphasized:

  • 100% institutional deliveries
  • Field verification of vaccination data
  • Regular operation of Nutrition Rehabilitation Centres (NRCs)
  • Improved maternal and child nutrition
  • Activation of wellness centers
  • Campaigns to tackle non-communicable diseases

Paddy Procurement to Start November 15 — Zero Tolerance for Irregularities

CM Sai issued strong warnings to collectors regarding the upcoming paddy procurement season, starting November 15. He stated:

“Collectors will be held directly responsible for any irregularities in procurement.”

Instructions included:

  • Strict monitoring of every procurement center
  • Use of Integrated Command and Control Center for surveillance
  • Special vigilance on interstate borders to prevent illegal paddy movement
  • 100% farmer registration in tribal areas through special camps

Progress on PM-Kisan, PM-Suryaghar Schemes Reviewed

CM Sai reviewed the implementation of major central schemes:

  • Pradhan Mantri Kisan Samman Nidhi: No eligible farmer should be left out; especially in Bastar and Surguja divisions.
  • PM Suryaghar Free Electricity Scheme: Ensure bank financing in rural areas so families are not deprived due to access issues.

Education: From Infrastructure to Innovation

Highlighting the need to strengthen education delivery, CM Sai emphasized:

  • Zero dropout targets
  • Achieving 100% gross enrollment ratio
  • Visible teaching materials in classrooms
  • Regular monitoring to ensure learning outcomes

He praised Bijapur district for its use of Gondi language instruction, calling it a model for other districts to adopt local-language teaching innovations.

Other key directives included:

  • Aadhaar-based APAR ID registration for all students by December 31
  • Distribution of uniforms, books, and scholarships based on digital IDs
  • Launch of “Chief Minister’s Quality Education Campaign”
  • Social auditing, grading of schools
  • Concrete plans to improve exam results
  • Sharing of best-performing district models

Chief Minister Vishnu Deo Sai’s strong words and action-oriented directives mark a governance reset in Chhattisgarh. His vision is clear: public service must be timely, transparent, and effective. With the state gearing up for agricultural season, education reform, and public health challenges, this Collectors’ Conference sets the tone for a results-focused administration in 2025 and beyond.
