Chief Minister Himanta Biswa Sarma announced the decision on November 4, 2026. He said the proposed park would help establish a defence equipment manufacturing industry in Assam.

The project is expected to encourage investment in defence-related industries and support the growth of the state’s industrial sector.

What Is The Main Objective Of The Assam Defence Park

The main objective of the Defence Park is to develop a defence equipment manufacturing ecosystem in Assam. The project is expected to:

  • Attract defence manufacturing companies to Assam.
  • Encourage private-sector investment in defence production.
  • Strengthen India’s domestic defence manufacturing capabilities.
  • Create employment opportunities for local people.
  • Support industrial development in the northeastern region.

However, the government announcement does not mean that all proposed manufacturing facilities are already operational. Further implementation and investment decisions will be required.

Other Important Decisions Taken By The Assam Cabinet

Along with the Defence Park, the Assam Cabinet approved several other important decisions related to governance, agriculture, infrastructure and employment.

1. Action Against Government Employees For Second Marriage

The Cabinet approved an amendment to the Assam Services (Discipline and Appeal) Rules, 1964.

Under the amendment, government employees found guilty of contracting another marriage while their existing marriage continues may face dismissal from service. The decision aims to strengthen disciplinary rules and protect women’s rights.

2. CBI Inquiry Into Assam Floods

The Cabinet approved recommending a Central Bureau of Investigation (CBI) inquiry into the causes of the devastating floods in Sivasagar and Charaideo districts in July 2026. The proposed inquiry is expected to examine the reasons behind the flooding.

3. Higher MSP For Kharif Farmers

The Assam government approved an additional payment of ₹200 per quintal for farmers during the current Kharif Marketing Season.

As a result, farmers will receive ₹2,640 per quintal, compared with ₹2,569 per quintal in the previous year. The decision aims to provide additional financial support to farmers.

4. Five New Ropeway Projects

The Cabinet approved a Ropeway Development Agreement between the Assam government and National Highways Logistics Management Limited (NHLML).

The agreement will support five proposed ropeway projects to improve connectivity and promote tourism. These projects include:

  • Kamakhya Railway Station To Kamakhya Temple: A 1.43-km ropeway.
  • Khanapara To Guwahati Railway Station: An 11-km ropeway.
  • Ganganagar Part-VI To Bhuban Pahar Mahadev Temple: A 2.80-km ropeway in Cachar.
  • Jatinga Bird Watching Tower To Hempepet Peak: A 3.50-km ropeway in Dima Hasao.
  • Agnigarh To Bhairabi Mandir: A 1.80-km ropeway in Sonitpur.

These projects are expected to improve last-mile connectivity and make important tourist destinations easier to reach.

5. Creation Of 13 State-Level Sectoral Councils

The Cabinet approved the formation of 13 State-Level Sectoral Councils under the Viksit Assam vision.

Each council will have a Chairperson with the status of a Minister of State, one Vice-Chairperson and seven non-official members.

The councils will focus on important areas such as rural development, healthcare, education, drinking water, electricity, employment, social security and food security.

6. Investment Proposals Worth ₹661 Crore

The Cabinet approved customised incentives for two proposed investment projects under the Industrial and Investment Policy of Assam, 2019. The two proposals include:

  • Progressive Innochem LLP: Proposed investment of ₹501 crore, expected to create more than 200 direct jobs.
  • Satyaratan Hotel: Proposed investment of ₹160 crore, expected to create more than 400 direct jobs.

Together, the projects represent proposed investments of ₹661 crore and could generate more than 600 direct employment opportunities.

7. Land-Related Approvals Across 13 Districts

The Cabinet approved 154 land-related proposals across 13 districts of Assam. These decisions include land settlement for 32 indigenous landless families, 44 conversions from Annual Patta to Periodic Patta, and 52 land allotments to NGOs, societies and public trusts.

The approvals also cover government institutions, educational institutions and commercial purposes.

Additionally, the Cabinet approved the de-reservation of 987 bighas of Village Grazing Reserve land in Dhekiajuli Revenue Circle, Sonitpur, for settling 2,016 indigenous landless labourers or members of Scheduled Castes and Scheduled Tribes. An equivalent area of government land will be reserved as Village Grazing Reserve.

8. More Age Relaxation For Ex-Servicemen

The Cabinet approved an increase in the age relaxation available to ex-servicemen applying for Assam government Grade 3 and Grade 4 jobs.

The relaxation has been increased from two years to five years beyond the general upper age limit.

9. Changes To Government Recruitment And Promotion Rules

The Cabinet also approved a one-time administrative framework covering vacancy years 2027 and 2028, along with unfilled vacancies from 2026.

Under this framework, departments may relax certain prescribed conditions, including Annual Confidential Reports, qualifying service, age, experience and Annual Property Returns, with approval from the Personnel Department.

The measure aims to speed up promotions and create more opportunities for fresh recruitment.

What Does The Assam Defence Park Mean For India’s Defence Industry

The proposed Defence Park could support India’s efforts to increase domestic defence manufacturing and reduce dependence on imported equipment.

By allocating a large area of land for defence-related industries, Assam aims to attract manufacturers and encourage industrial investment.

The project could also strengthen the northeastern region’s role in India’s industrial and defence development. However, its actual impact will depend on future investments, infrastructure development, company participation and project implementation.
