On the morning of October 31, 2025, as he walked into the Chief Secretary’s chamber at the Gujarat Secretariat, IAS officer Manoj Kumar Das carried with him over three decades of governance experience, from field-level administration to high-stakes state leadership. Calm, precise, and methodical, Das represents a new kind of bureaucrat in India, one who merges the analytical mind of an engineer with the grounded understanding of a civil servant who has spent years working among people.

His journey from Darbhanga in Bihar to Gandhinagar’s corridors of power is not one of shortcuts or headlines, but of steady ascent through commitment, competence, and a clear vision for development.

THE MAKING OF A PROBLEM-SOLVER

Born on December 20, 1966, in Darbhanga, Bihar, Manoj Kumar Das displayed an early aptitude for numbers and systems. His intellectual curiosity led him to the Indian Institute of Technology, Kharagpur, where he earned a B. Tech (Hons) in Computer Science and Engineering.

Those years at IIT honed his logical thinking and precision, qualities that would later define his approach to public administration. While many of his peers ventured into global tech firms, Das chose a different path. The Indian Administrative Service appealed to his sense of purpose, the chance to apply a technical mind to the complex human problems of governance.

THE IAS CALLING

Joining the IAS in 1990 from the Gujarat cadre, Das began his career in the state’s districts, first as Deputy Development Officer and later as Collector. These early postings exposed him to the challenges of rural administration, where every policy had a direct impact on lives. He learned the nuances of governance not from books, but from field realities such as droughts, urban expansion, and people’s daily struggles.

His leadership soon found expression in urban governance. As Municipal Commissioner in cities like Vadodara, Surat, and Ahmedabad, Das helped shape some of Gujarat’s most ambitious urban projects. Under his watch, cities witnessed improvements in road infrastructure, water supply, sanitation systems, and administrative efficiency. He became known for his quiet ability to translate plans into action, often without fanfare, but always with results.

THE STRATEGIST BEHIND GUJARAT’S INDUSTRIAL PUSH

Over time, Das’s expertise grew beyond city management. As Additional Chief Secretary (Industries and Mines), he became one of the key architects behind Gujarat’s industrial expansion policies. He played a vital role in shaping the Industrial Policy 2020 and in making the state a magnet for domestic and global investors.

His role went beyond paperwork. Das actively engaged with business leaders, resolved regulatory hurdles, and ensured that policies worked in practice, not just on paper. When Gujarat began reimagining its Ease of Doing Business framework, Das was among the officials who drove the shift towards efficiency and transparency.

THE CHIEF SECRETARY OF GUJARAT

When Manoj Kumar Das was appointed Chief Secretary in October 2025, few were surprised. His mix of technical expertise, administrative depth, and a proven record in both policy and execution made him a natural choice.

As the state’s top bureaucrat, he now oversees the vast administrative machinery of Gujarat, coordinating departments, aligning long-term strategies, and ensuring the government’s flagship projects are implemented effectively. Colleagues describe him as someone who listens more than he speaks, but when he does, his words carry clarity and purpose.

With retirement due in December 2026, Das’s final year in service is expected to focus on strengthening governance systems, improving digital integration across departments, and pushing forward industrial and urban transformation agendas that he once helped design.

QUIET LEADERSHIP, LASTING IMPACT

Those who have worked with Das often speak of his discipline and clarity. His IIT background surfaces subtly in his management style and he treats governance as an interconnected system, where efficiency in one node improves the entire network. He has also served in central deputations, including the Ministry of Home Affairs, gaining a national perspective that enriched his later state roles.

He has served on boards of major state PSUs like the Gujarat State Petroleum Corporation and has chaired several industrial and infrastructure bodies, combining administrative oversight with financial and technical governance. His work has earned recognition through multiple awards at national and state levels for development initiatives.

A PRIVATE MAN IN A PUBLIC ROLE

For all his achievements, Manoj Kumar Das remains a private person. Little is publicly known about his family life, as he prefers to keep his personal world away from the spotlight. What defines him is not flamboyance, but focus and the quiet pursuit of improvement, whether it’s in policy systems or public service delivery.

As Gujarat continues its journey as one of India’s most dynamic states, its administration now rests in the hands of a man who understands both algorithms and administration.
