Ranchi: The Jharkhand Government has appointed retired Indian Police Service (IPS) officer and former Director General of Police (DGP) Ajay Kumar Singh as the new Chairman of the Jharkhand Real Estate Regulatory Authority (JHARERA), marking a significant shift in the state’s approach towards real estate regulation.
The Urban Development and Housing Department issued the official notification on Monday under the orders of the Governor, appointing Ajay Kumar Singh to head the state’s real estate regulator. Alongside him, retired Principal District and Sessions Judge Nalin Kumar has been appointed as a Member of the Authority.
The appointments have been made under Sections 20 and 22 of the Real Estate (Regulation and Development) Act, 2016, following the recommendations of the high-level Selection Committee constituted under Rule 19 of the Jharkhand Real Estate (Regulation and Development) Rules, 2017.
The appointment is being viewed as a significant administrative decision, with many observers noting that the government has chosen a former police chief instead of the conventional practice of appointing a retired IAS officer to head the regulatory body.
A Shift in Regulatory Approach
Traditionally, Real Estate Regulatory Authorities across various states have largely been headed by retired IAS officers. However, by appointing a former Director General of Police, the Jharkhand Government appears to be signalling a stronger enforcement-oriented approach towards regulating the real estate sector.
The move comes amid increasing concerns over delayed housing projects, non-compliance by developers and prolonged disputes affecting homebuyers.
Officials believe Ajay Kumar Singh’s extensive administrative and enforcement experience will help strengthen the implementation of RERA provisions, improve accountability among builders and enhance consumer confidence in the state’s real estate market.
Who is Ajay Kumar Singh?
Mr Singh is a retired 1989-batch IPS officer of the Jharkhand cadre who served as the Director General of Police (DGP) of Jharkhand before superannuating from service.
Originally hailing from Uttar Pradesh, Singh joined the Indian Police Service on August 20, 1989, after successfully clearing the UPSC Civil Services Examination.
He holds a Master of Science (M.Sc.) in Chemistry and has served the country for more than 37 years in various policing and administrative assignments.
Career Spanning Nearly Four Decades
During his distinguished police career, Mr Singh held several important operational, intelligence and administrative positions.
He began his policing career in challenging field assignments and later served as Deputy Inspector General (DIG), Hazaribagh, handling law and order as well as policing operations.
He subsequently rose to senior leadership positions, including:
- Additional Director General (ADG), Special Branch
- Additional Director General (ADG), Criminal Investigation Department (CID)
- Director General (DG), Anti-Corruption Bureau (Additional Charge)
- Chairman-cum-Managing Director, Jharkhand Police Housing Corporation Limited (JPHCL)
These assignments provided him extensive experience in intelligence gathering, criminal investigations, police infrastructure development and anti-corruption administration.
Twice Served as Jharkhand DGP
Mr Singh first became the Director General of Police (DGP) of Jharkhand in February 2023, succeeding Neeraj Sinha.
During the political and administrative changes preceding the 2024 Assembly elections, he was replaced for a brief period. However, following directions issued by the Election Commission of India, the Jharkhand Government reappointed him as the state’s DGP in October 2024.
He continued to head the state police until his retirement in 2026.
Decorated IPS Officer
Throughout his career, Mr Singh received several prestigious police honours in recognition of his distinguished service.
His notable decorations include:
- Police Medal for Gallantry (2004) for exemplary courage in the line of duty.
- Police Medal for Meritorious Service (2012) for outstanding contributions to policing and public administration.
These honours reflect his long-standing contribution to law enforcement and public service.
Why His Appointment Matters
The Jharkhand Real Estate Regulatory Authority (JHARERA) is responsible for regulating the state’s real estate sector by ensuring project registration, promoting transparency, protecting homebuyers’ interests and enforcing compliance with the Real Estate (Regulation and Development) Act.
With Ajay Kumar Singh at its helm, officials expect the authority to become more effective in dealing with project delays, regulatory violations and consumer grievances.
His experience in administration, investigation and enforcement is likely to strengthen regulatory oversight while improving confidence among both homebuyers and genuine developers.
Nalin Kumar Appointed as JHARERA Member
Along with Ajay Kumar Singh, the government has appointed retired Principal District and Sessions Judge Nalin Kumar as a Member of JHARERA.
His judicial background is expected to strengthen the authority’s legal and quasi-judicial functioning while ensuring fair and transparent adjudication of disputes under the RERA framework.
Government Aims to Strengthen Real Estate Governance
Officials stated that the new appointments are intended to make JHARERA more effective in enforcing real estate regulations, improving transparency, ensuring timely completion of projects and enhancing accountability across the sector.
The government hopes the strengthened leadership will reinforce confidence among homebuyers while promoting a more transparent and investor-friendly real estate ecosystem in Jharkhand.
