Ranchi: In a significant move aimed at accelerating industrialisation, attracting investments and generating large-scale employment, the Government of Jharkhand has released the draft versions of two major policy frameworks—the Jharkhand Textile, Apparel & Footwear Policy 2026 and the Jharkhand Industrial Investment Promotion Policy (JIIPP) 2026.
The draft policies have been placed in the public domain through the Jharkhand Single Window Portal, inviting suggestions and recommendations from industry experts, entrepreneurs, investors, academic institutions, policy professionals and citizens before they are finalised.
The policy launch comes ahead of the National Stakeholders’ Consultation Meet to be held in New Delhi on July 8 and 9, where Chief Minister Hemant Soren will personally lead discussions on the proposed frameworks with industry leaders and policymakers.
Draft Policies Released for Public Consultation
The Directorate of Industries, Government of Jharkhand, has adopted a consultative approach by making the draft policy documents publicly available before Cabinet approval.
According to the government, the objective is to ensure that the final policies reflect the needs of modern industries, remain globally competitive and effectively address the expectations of investors and manufacturers.

Stakeholders have been encouraged to review the draft documents and submit suggestions through the Jharkhand Single Window Portal, enabling broader participation in the policy-making process.
National Stakeholders’ Consultation in New Delhi
To gather expert inputs and promote Jharkhand as an emerging investment destination, the state government will organise a National Stakeholders’ Consultation Meet in New Delhi on July 8-9, 2026.
The two-day event will bring together leading industrialists, textile manufacturers, investors, policymakers, economists, business associations and industry experts to deliberate on the proposed policies.
A dedicated consultation session on July 9 will focus exclusively on the draft Textile Policy and Industrial Investment Promotion Policy under the leadership of Chief Minister Hemant Soren.
The government expects the consultation to help strengthen the policy framework by incorporating practical industry recommendations and global best practices.
MoUs to Be Signed During the Event
The consultation is also expected to witness the signing of several Memoranda of Understanding (MoUs) aimed at promoting industrial investments across Jharkhand.
According to the government, these agreements are expected to pave the way for new manufacturing projects, encourage private sector participation, generate employment opportunities and strengthen industrial infrastructure across the state.
Focus on Industrial Growth and Employment
The proposed Jharkhand Industrial Investment Promotion Policy (JIIPP) 2026 is expected to provide a comprehensive framework for attracting domestic and international investments while creating a business-friendly ecosystem.
Similarly, the Jharkhand Textile, Apparel & Footwear Policy 2026 seeks to position the state as a competitive destination for textile manufacturing, apparel production and footwear industries by leveraging Jharkhand’s resource base, workforce and strategic location.
The government believes these policies will help diversify the state’s industrial base, strengthen manufacturing capabilities and create sustainable livelihood opportunities.
Transparent and Participative Policy-Making
Officials said placing the draft policies in the public domain before their formal notification demonstrates the government’s commitment to transparency, stakeholder participation and evidence-based policy formulation.
The consultative process is intended to ensure that the final policies are practical, investment-oriented and aligned with evolving industrial requirements.
