Patna: Bihar Chief Secretary Pratyaya Amrit chaired a high-level review meeting on Wednesday to assess the progress of key centrally sponsored PMG projects and PRAGATI schemes. The meeting, held at the main secretariat in Patna, emphasized faster implementation, better coordination among departments, and strict adherence to timelines.
Senior officials from finance, health, industries, energy, water resources, and urban development departments participated in the review.
Focus on AIIMS Darbhanga and Key Infrastructure Projects
A major highlight of the meeting was the review of the AIIMS Darbhanga project. The Chief Secretary directed officials to complete the shifting of 400 KVA high-tension power lines in “mission mode” by May 15, 2026.
The health department was also instructed to:
- Submit technical proposals for earth-filling
- Prepare plans for constructing a ring bund
- Coordinate quickly with the Union Health Ministry for approvals

Integrated Manufacturing Cluster in Gaya to Generate Jobs
The Integrated Manufacturing Cluster in Gaya, expected to create around 1.1 lakh jobs, was also reviewed.
Officials were directed to:
- Speed up construction of an industrial police station and helipad at Dobhi
- Ensure timely provision of electricity, water, and other external infrastructure
Jal Marg Vikas Project Nears Completion
The Jal Marg Vikas Project has achieved 76.78% physical progress, according to officials.
The Chief Secretary instructed departments to:
- Expedite the transfer of government land
- Fast-track work related to the Inland Water Transport Regional Centre of Excellence
Major Push for Cooperative Digitisation
In the cooperative sector, significant progress has been made in digitisation:
- Hardware supplied to all 4,477 Primary Agricultural Credit Societies (PACS)
- 4,476 PACS already operational as e-PACS
- Remaining unit expected to go live within a week
Amrit directed officials to ensure full implementation of e-ERP systems across all PACS to enhance transparency and efficiency.
Urban Sanitation and Waste Management Initiatives
Urban sanitation was another key focus area of the meeting.
Current progress includes:
- 9 out of 45 legacy waste sites fully treated
- Work ongoing at 13 additional sites
Plans discussed:
- Setting up a waste-to-energy plant in Patna
- Developing waste-to-wonder parks in Patna and Munger
Officials were directed to:
- Expedite pending tenders
- Implement GPS-based waste transport monitoring systems
- Use real-time dashboards for better tracking
The Chief Secretary also stressed adopting the ‘reduce, reuse, recycle’ model to improve Bihar’s ranking in the garbage-free city index.
Strict Warning on Delays and Accountability
Pratyaya Amrit emphasized that all projects must be completed within the stipulated timelines. He warned that strict accountability would be enforced for any delays or compromise in quality.
Departments were instructed to:
- Improve coordination on land acquisition
- Resolve forest clearance issues
- Ensure timely utility shifting
The review meeting highlighted Bihar government’s focus on accelerating development projects, improving governance through digitisation, and strengthening infrastructure.
With strict monitoring and accountability measures in place, the state aims to ensure timely delivery of key projects and enhanced public services.
