Patna: In a major push towards modernising traffic infrastructure, Bihar’s proposed Intelligent Traffic Management System (ITMS) project has attracted interest from 42 companies across India and abroad. The initiative aims to address rising vehicle congestion, traffic violations, and road accidents in the state through advanced technology-driven solutions.
A high-level stakeholder meeting was held at the Vishweshvaraiya Bhawan in Patna under the chairmanship of Development Commissioner Mihir Kumar Singh, where the roadmap for implementing the project was discussed in detail.
42 Companies Participate in Key Stakeholder Meeting
The meeting witnessed participation from 42 reputed companies, including system integrators, OEMs, AI-based technology firms, and industry experts.
During the discussion, stakeholders shared inputs on:
- Project structure and execution model
- Use of modern traffic management technologies
- Financial and operational framework
- Long-term sustainability of the system
The state government also sought suggestions on Public-Private Partnership (PPP) and revenue-sharing models to ensure financial viability of the project over a 10-year operational period.

Focus on Smart and Technology-Driven Traffic Management
Officials stated that the ITMS project is a significant step toward building a smart traffic ecosystem in Bihar. The system will use advanced technologies such as:
- Artificial Intelligence (AI)
- Automatic Number Plate Recognition (ANPR)
- Adaptive Traffic Signal Control
- Integrated Command and Control System
These technologies will be deployed on highways, major intersections, accident-prone zones, and mining areas to improve real-time traffic monitoring and enforcement.
ANPR Cameras to Enable Automatic E-Challan System
Under the project, ANPR cameras will be installed at accident-prone locations and key junctions across the state.
Key features include:
- Automatic detection of traffic violations
- Identification of offending vehicles through number plate recognition
- Generation of real-time e-challans
- Enhanced enforcement of traffic rules
Officials said the system aims to increase public awareness about traffic regulations while significantly reducing road accidents.
Road Safety and Accident Reduction Key Objectives
Development Commissioner Mihir Kumar Singh stated that the ITMS project is a major step toward strengthening road safety in Bihar.
The objectives include:
- Reducing traffic congestion
- Minimising road accidents
- Strengthening enforcement mechanisms
- Promoting disciplined driving behaviour
Next Step: RFP to Be Issued Soon
Following the feedback received from stakeholders, the Transport Department will analyse all suggestions and soon issue a detailed Request for Proposal (RFP) for selection of implementing agencies.
The final project execution partner will be chosen based on the bidding process.
