Patna: In a major administrative push to resolve long-pending land record issues, Bihar’s Revenue and Land Reforms Department will conduct a statewide special campaign from June 11 to June 17, 2026. The initiative aims to dispose of 46 lakh pending applications received under the earlier Revenue Mega Campaign, focusing on digitisation, correction, and mutation of land records.
Revenue and Land Reforms Minister Dr. Dilip Kumar Jaiswal announced the decision during a press conference held at the Old Secretariat’s main auditorium in Patna.
Massive Push to Resolve Land Record Issues
The minister said the state government is fully committed to resolving land-related problems faced by millions of landowners (raiyats), particularly issues related to:
- Correction of digitised land records
- Inclusion of missing Jamabandi entries
- Succession-based mutation
- Partition-based land mutation
These applications were collected during the Revenue Mega Campaign held from August 16 to September 20, 2025, across all administrative blocks in Bihar.

46 Lakh Applications Received Under Mega Campaign
According to the department, around 46 lakh applications were received during the mega drive, reflecting strong public participation and trust in the government’s land reform efforts.
However, progress in processing these applications has been uneven. Officials reported that:
- 81.91% applications have been scanned
- Only 26.43% applications have been uploaded to official portals
The minister termed the slow progress “serious and concerning,” stressing that delays in land record updates are unacceptable.
Special Drive from June 11 to 17
To accelerate the process, the government has announced a dedicated seven-day intensive campaign (June 11–17, 2026). The key objectives include:
- 100% scanning of all pending applications
- Complete uploading of records on government portals
- Time-bound disposal of cases wherever possible
The drive will continue without break, including Sunday operations, to ensure maximum output.
Accountability Fixed on Officials
Dr. Jaiswal emphasized that the campaign will not be treated as a routine exercise. Instead, it will be monitored strictly, with personal accountability fixed on Circle Officers and Revenue Officers.
Key directives include:
- Use of available manpower at maximum capacity
- Strict monitoring at departmental level
- Regular review of district-wise progress
- Completion of targets within the stipulated timeframe
Special Survey Staff to Assist Campaign
To speed up operations, the government will deploy Special Survey Amin staff across most districts (except five).
The districts excluded are:
- Sheohar
- Sheikhpura
- Lakhisarai
- Jehanabad
- Arwal
In these five districts, survey work is ongoing and expected to be completed by August 15, 2026, so staff there will not be diverted.
Government Push for Digital and Transparent Land Administration
The minister reiterated that under the leadership of the Chief Minister, Bihar is moving rapidly toward a fully digital and transparent land records system.
He said Bihar is emerging as one of the leading states in India in land record digitisation and online service delivery.
The special campaign is expected to significantly reduce pending cases and bring relief to lakhs of citizens awaiting updates in their land records.
Senior Officials Present at Press Conference
The briefing was attended by:
- Chief Secretary Pratyaya Amrit
- Secretary, Revenue and Land Reforms Department Jai Singh
along with senior departmental officials who outlined the campaign strategy, monitoring system, and district-wise progress review mechanism.
Faster Resolution of Land Disputes
The state government has directed all district magistrates, settlement officers, additional collectors, sub-divisional land reforms officers, circle officers, and revenue officials to treat the campaign as a top priority mission aimed at faster resolution of land disputes and improved public service delivery.
