New Delhi: The Government of India and the Asian Development Bank (ADB) have signed a $230 million loan agreement for the Chennai Climate-Resilient Water Security and Sewerage Project.
The project will expand and modernise Chennai’s water supply and sanitation infrastructure while strengthening the city’s water security and climate resilience. ADB approved the $230 million loan for the project in July 2026.
170 Km of Water and Sewer Pipes to Be Built
The project includes construction and upgrading of key water and sewerage infrastructure.

Key works include:
- More than 170 km of water supply and sewer pipes
- Upgrading of 7 water pumping stations
- Upgrading of 38 sewer pumping stations
- Strengthening of water utility assets and operations management
- Performance-based contracts for selected operations
Chennai to Get Ring-Main Water System
A major component is the development of a comprehensive city ring-main system.
The closed-loop system is designed to maintain balanced water pressure and support water distribution across different service areas. According to the government, Chennai will be the first Indian city to implement this system.
ADB project documents also identify the Chennai City Ring Main System as a component of the project.
Digital Technology for Water and Sewerage Services
The project will introduce digital tools for water and sanitation management, including real-time monitoring and data-driven decision-making.
The planned technology applications include:
- Faster detection of sewer blockages
- Reduced need for hazardous manual sewer inspections
- Improved worker safety
- Better monitoring of water and sanitation services
- Greater customer responsiveness
Project Linked to Urban Missions
The project is aligned with the Government of India’s Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 and the Urban Challenge Fund.
The latest ADB financing builds on earlier investments in Chennai and Tamil Nadu aimed at improving access to water, sanitation and urban infrastructure. ADB’s ongoing Tamil Nadu Urban Flagship Investment Programme also includes water supply, sewerage and drainage infrastructure projects.
