Why HAL Is Delaying the CATS Hunter Cruise Missile Despite Its Strategic Importance

New Delhi: The CATS Hunter cruise missile programme is expected to see a delay in its full-powered flight trials, with testing now likely to take place in late 2027 or 2028. According to reports, Hindustan Aeronautics Limited (HAL) is focusing on validating key artificial intelligence (AI) systems and unmanned combat aerial vehicle (UCAV) technologies before moving to the next stage. The decision highlights India’s effort to ensure that advanced defence systems are fully tested before operational deployment.

What Is the CATS Hunter Cruise Missile

The CATS Hunter is a key weapon under HAL’s Combat Air Teaming System (CATS) programme.

The project is being developed in partnership with NewSpace Research & Technologies and aims to combine manned fighter aircraft, UCAVs, and AI-powered systems into a single combat network.

The missile is designed as a stealthy subsonic air-launched cruise missile capable of striking high-value targets deep inside enemy territory while avoiding advanced air defence systems.

Why Are the CATS Hunter Cruise Missile Flight Trials Being Delayed

The expected delay is not primarily linked to the missile’s design or propulsion system. Instead, HAL is prioritising the validation of the wider CATS ecosystem, including artificial intelligence software, autonomous mission management systems, and UCAV integration.

Defence experts believe that validating these technologies is essential because the missile is designed to operate as part of a larger network rather than as a standalone weapon.

What are the Features of the CATS Hunter Cruise Missile

Open-source information suggests the missile weighs around 600 kilograms and carries a 250-kilogram warhead. It is expected to use a turbojet engine derived from the PTAE-7 engine family.

The missile will reportedly feature advanced infrared search and navigation systems to improve targeting accuracy. The CATS Hunter is being designed to offer a combination of range, survivability, precision, and operational flexibility.

Integration With Multiple Aircraft

One of the major advantages of the missile is its compatibility with several Indian Air Force platforms.

The weapon is expected to be integrated with aircraft such as the Tejas Light Combat Aircraft (LCA), Su-30MKI, and Jaguar fighter jets.

The missile is also being developed for deployment from the CATS Warrior UCAV, allowing both manned and unmanned platforms to launch the same weapon.

What are the Roles of CATS Warrior UCAV

HAL has reportedly prioritised the development and validation of the CATS Warrior UCAV. The stealth drone is expected to serve as the primary launch platform for the CATS Hunter missile.

The UCAV carries the weapon internally, helping maintain a low radar signature and improving survivability in contested airspace. According to reports, successful validation of the Warrior UCAV is considered critical before the missile enters advanced flight-testing phases.

How AI Powers the CATS Programme

A major component of the programme is HAL’s Air Combat Intelligence Development (ACID) software.

The AI-driven system is designed to enable seamless coordination between fighter aircraft, drones, and precision weapons.

Instead of operating independently, the CATS Hunter will function as part of a networked battlefield environment where AI assists in mission planning, target sharing, and tactical decision-making. This capability could significantly enhance the Indian Air Force’s future combat effectiveness.

Why CATS Hunter Cruise Missile Programme is Important for India

The CATS initiative represents one of India’s most ambitious indigenous defence technology programmes. It supports the government’s vision of strengthening domestic defence manufacturing and reducing dependence on foreign military technologies.

If successful, the programme could transform how the Indian Air Force conducts future combat missions by combining crewed aircraft, autonomous drones, and smart weapons into a single coordinated force.
