Delhi: Union Home Minister Amit Shah has directed the Delhi government to expedite the notification of the Delhi Slum and Jhuggi-Jhopri Rehabilitation and Resettlement Policy, 2026. The move is aimed at accelerating housing solutions for residents of slum clusters across the national capital.
The directive was issued during a high-level review meeting held on Tuesday with senior officials, including Union Housing and Urban Affairs Minister Manohar Lal Khattar, Delhi Lieutenant Governor, and Chief Minister Rekha Gupta along with urban development officials.
Around 700 Slum Clusters in Delhi Facing Housing Challenge
Delhi currently has nearly 700 Jhuggi-Jhopri (JJ) clusters, where more than 3.5 lakh families reside. Providing permanent housing to these families remains a major urban development challenge for the government.
The policy is being positioned as a large-scale intervention to ensure “housing for all” for slum dwellers through structured redevelopment and rehabilitation.

PPP Model to Drive Slum Rehabilitation Projects
The rehabilitation framework is being developed under a Public-Private Partnership (PPP) model, focusing on faster execution and private sector participation.
Under the plan:
- Slum redevelopment projects will be designed and implemented through PPP
- The government will ensure proper infrastructure planning within rehabilitation colonies
- Essential public facilities such as anganwadi centres, schools, healthcare centres, and playgrounds will be included in the layouts
Monthly Launch of Five Housing Projects
A key feature of the policy is the monthly rollout of rehabilitation projects.
- Delhi government will initiate at least five PPP-based housing projects every month
- The Delhi Development Authority (DDA) and Delhi Urban Shelter Improvement Board have been instructed to:
- Float tenders for five JJ clusters within 45 days
- Prepare project documents and tender formats for 50 clusters on priority
This approach is expected to speed up on-ground implementation significantly.
Benefits for Around 4 Lakh Families
According to officials, the rehabilitation initiative is expected to benefit nearly four lakh families living in slum settlements across Delhi.
The plan also emphasizes transparent eligibility criteria and structured resettlement processes.
Key eligibility condition:
- Cut-off date for beneficiary eligibility has been set as January 1, 2025
Infrastructure-Focused Urban Renewal
The rehabilitation colonies will be developed with a focus on holistic urban living standards, including:
- Community infrastructure
- Education and health facilities
- Recreational spaces
- Basic civic amenities
The government aims to ensure that relocated residents receive improved living conditions rather than just housing units.
Government Commitment to Urban Poverty Alleviation
The initiative aligns with the broader national agenda under Prime Minister Narendra Modi, emphasizing poverty alleviation and inclusive urban development.
Officials reiterated that the government remains committed to the principle of “Antyodaya” (upliftment of the poorest sections of society) through structured housing reforms.
