New Delhi: NHPC Limited has signed a Memorandum of Agreement (MoA) with the Government of Arunachal Pradesh for the development of the 3097 MW Etalin Hydroelectric Project (HEP), marking one of the largest proposed hydroelectric power projects in India.
The agreement was signed on June 16, 2026, enabling NHPC to begin preliminary investigations, detailed feasibility studies, and full-scale project development activities.
Project Location and Technical Details
The Etalin Hydroelectric Project will be developed in the Dibang basin of Arunachal Pradesh on the Dri and Tangon rivers.
Key project details include:
- Installed Capacity: 3097 MW
- Location: Dri and Tangon rivers, Dibang basin, Arunachal Pradesh
- Project Type: Run-of-the-river hydroelectric scheme
- Policy Framework: Arunachal Pradesh Hydro Power Policy, 2008 (with amendments)
Development Model and Concession Period
The project will be executed under the Build, Own, Operate and Transfer (BOOT) model.
Key terms include:
- Concession period: 40 years from Commercial Operation Date (COD)
- Post-concession transfer of the project to the state government
This structure ensures long-term operational management while enabling eventual transfer of assets to the state.
Scope of NHPC’s Responsibilities
Under the agreement, NHPC will undertake full-scale project development activities, including:
- Preliminary and detailed investigations
- Preparation of Pre-Feasibility Report (PFR) and Detailed Project Report (DPR)
- Project financing and execution
- Construction, operation, and maintenance
