New Delhi: The Delhi government has appointed Sub-Registrars across all 39 sub-divisions for the first time using a technology-assisted randomisation process, in a move aimed at making administrative postings more transparent and improving access to registration-related services.

The postings were carried out on the directions of Chief Minister Rekha Gupta, who also holds the Revenue portfolio, in the presence of the Additional Chief Secretary (Services).

Key Points

  • 39 Sub-Registrars appointed: Officers have been posted across all 39 sub-divisions of Delhi.
  • Technology-based selection: The postings were made through an IT-assisted randomisation process.
  • 17 new offices notified: The number of Sub-Registrar offices has increased from 22 to 39.
  • 39 offices for 39 sub-divisions: The offices correspond to the capital’s 39 sub-divisions across 13 revenue districts.
  • Eligibility criteria: Officers were considered based on factors including vigilance clearance, adequate remaining service tenure and fitness.
  • Mix of postings: Some serving Sub-Registrars were retained, while others were transferred from different assignments.

Randomisation Introduced for Sub-Registrar Postings

According to the Delhi government, the posting exercise used technology-assisted randomisation to select officers from among those who met the prescribed eligibility conditions.

The criteria included good health, sufficient remaining service tenure and vigilance clearance. Some officers already serving as Sub-Registrars were retained, while others were moved from different assignments to fill the posts.

The government said the technology-driven process was intended to provide a more transparent and impartial mechanism for assigning officers to Sub-Registrar positions.

Sub-Registrar Offices Increased From 22 to 39

Alongside the postings, Delhi has expanded its Sub-Registrar network from 22 offices to 39, with 17 new offices notified.

The 39 offices correspond to the 39 sub-divisions spread across the capital’s 13 revenue districts. The expansion is intended to bring registration and related revenue services closer to residents in their respective areas.

Sub-Registrar offices deal with various registration and revenue-related matters that directly affect the public, including property-related documentation and transactions.

CM Calls for Public-Focused Administration

CM Rekha Gupta welcomed the technology-based posting process and asked the newly appointed officers to perform their responsibilities with honesty, dedication and a strong sense of public service.

She said the government was working towards strengthening administrative systems and making governance more organised, efficient and convenient for citizens.

The Delhi government said that deploying Sub-Registrars across all 39 sub-divisions, along with the expansion of offices, would help streamline the functioning of registration services.
