New Delhi: The Telecom Regulatory Authority of India (TRAI) has launched the Digital Connectivity Rating (DCR) Platform, a new digital system designed to make the quality and readiness of digital connectivity inside properties more visible to consumers.
The platform brings property managers, registered Digital Connectivity Rating Agencies (DCRAs) and consumers onto a common digital interface. It allows properties to undergo a standardised connectivity assessment and enables consumers to view published ratings, verify certificates and compare properties before making a purchase or lease decision.
The platform has been developed to implement TRAI’s Rating of Properties for Digital Connectivity Regulations, 2024, as amended in 2026, along with the Rating Manual 2026. TRAI issued the amended regulations in May 2026 and the latest rating manual in June 2026.
What Is the Digital Connectivity Rating Platform?
The Digital Connectivity Rating Platform creates a digital workflow for assessing and rating the connectivity infrastructure available within properties.
According to TRAI, the framework evaluates aspects such as fibre readiness, mobile network availability, in-building connectivity solutions and Wi-Fi infrastructure, with benchmarks applicable to different property categories.
The initiative is intended to encourage property developers and managers to consider digital connectivity infrastructure while planning and developing buildings, while also providing a way to assess connectivity in existing properties.
The platform covers properties across categories such as public, government, commercial and private properties.

Consumers Can Search and Verify Property Ratings
One of the key features of the platform is its public interface for consumers.
Users will be able to search for rated properties using:
- Property name
- Certificate ID
- Location
Consumers can then view the digitally signed rating certificate of a property and verify its authenticity through the QR code provided on the certificate.
This makes digital connectivity a more visible and verifiable feature of a property. For prospective homebuyers, tenants, businesses and other users, the information can provide an additional factor to consider before choosing a property.
Instead of relying only on claims about connectivity, consumers can access the rating and corresponding certificate through the platform.
Property Managers Get an Online Application System
The platform also simplifies the process for Property Managers (PMs) seeking a Digital Connectivity Rating.
Property Managers can register their properties, submit rating applications and upload the required information and documents through the platform. They can also select a registered Digital Connectivity Rating Agency and track the progress of their application.
The system supports assessments for both constructed and under-construction properties.
This creates a digital process covering the different stages of rating, from registration and application to assessment, certification and publication.
Role of Digital Connectivity Rating Agencies
Registered DCRAs will undertake the actual assessment of properties under the prescribed framework.
They can access assigned applications, conduct assessments, record observations and test results, upload supporting documents and complete the rating process through the platform.
Field assessments will be supported by a dedicated mobile application for authorised DCRA personnel. The app will allow them to conduct in-building digital connectivity measurements according to the prescribed testing methodology.
The data collected during field assessments will be synchronised with information submitted through the web platform.
TRAI’s framework also requires DCRAs to follow standards relating to impartiality, independence and conflict of interest during the assessment and rating process.
Digital Tools Bring the Entire Rating Process Online
The DCR platform integrates several digital services to support the rating lifecycle.
These include eSign for digital signing and verification of documents and certificates, online payment of applicable rating fees, email and SMS alerts, and secure storage of property records, test results, certificates and audit logs.
The platform therefore provides a single digital workflow covering assessment, report generation, certification and publication of ratings.
For property managers, this can reduce dependence on separate offline processes, while consumers get access to publicly searchable rating information.
What Does the Rating Assess?
The Digital Connectivity Rating framework is designed to assess the digital infrastructure and connectivity readiness of properties against prescribed benchmarks.
The assessment covers areas including:
- Fibre broadband readiness
- Mobile network availability
- Wi-Fi infrastructure
- In-building digital connectivity solutions
Digital infrastructure readiness and future scalability
TRAI’s FAQ also identifies indoor coverage, connectivity options and infrastructure such as optical fibre backbones, in-building solutions and distributed antenna systems among the aspects considered under the framework.
The broader objective is to encourage properties to become better prepared for evolving digital requirements, including newer connectivity technologies.
TRAI Says Platform Will Support Informed Property Choices
TRAI Chairman Anil Kumar Lahoti said the Digital Connectivity Rating Platform establishes a transparent and standardised framework for assessing the digital connectivity readiness of properties.
He said publicly searchable ratings and verifiable certificates would give consumers credible and comparable information when selecting homes and offices. He also highlighted the role of the framework in encouraging Property Managers to plan digital connectivity infrastructure at the appropriate stage of property development.
The initiative could make connectivity an increasingly visible part of property-related decision-making, particularly as residents, businesses and institutions depend on reliable internet and mobile services for everyday activities.
A New Digital Attribute for Properties
Digital connectivity has become an important requirement for homes, offices, commercial establishments and other buildings. However, the quality of connectivity inside a property can vary depending on its infrastructure, location and building design.
TRAI’s Digital Connectivity Rating framework seeks to create a standardised way of assessing this aspect.
By making ratings searchable and certificates verifiable, the platform gives consumers another source of information before they purchase or lease a property. At the same time, it encourages property managers to consider connectivity infrastructure during the planning and development process rather than treating it only as an additional facility after construction.
TRAI’s existing framework and 2026 rating manual provide the regulatory and assessment structure supporting the platform.
