Why India’s New IN-SPACe Space Re-Entry Guidelines Matter For Private Space Companies

IN-SPACe has introduced India's first planned space object re-entry guidelines, making prior approval mandatory and requiring private companies to keep human casualty risk below 1 in 10,000 during controlled spacecraft re-entry.

New Delhi: IN-SPACe space object re-entry guidelines have introduced India’s first comprehensive framework for the planned re-entry of satellites, rocket stages, and other space objects. Under the new rules, private space companies must keep the risk of human casualty below 1 in 10,000 during any planned re-entry. The guidelines also make prior approval from the Indian National Space Promotion and Authorisation Centre (IN-SPACe) mandatory for Indian entities carrying out planned re-entry operations anywhere in the world.

Key Highlights of the IN-SPACe Space Object Re-Entry Guidelines

  • IN-SPACe has issued new rules for planned space object re-entry.
  • Private companies must limit casualty risk to less than 1 in 10,000.
  • Prior approval from IN-SPACe is mandatory before any planned re-entry.
  • The rules apply to Indian entities even if re-entry happens outside India.
  • Operators are responsible for safety and compliance under the new framework.

What Are The New IN-SPACe Space Object Re-Entry Guidelines

IN-SPACe has released a detailed framework called the Norms, Guidelines And Procedures For Authorisation For Undertaking Planned Re-Entry Of Space Objects. The framework supports the implementation of the Indian Space Policy 2023 and aims to ensure that planned spacecraft re-entry is safe, well-regulated, and internationally responsible.

Why Has IN-SPACe Introduced These Rules

India’s private space sector is growing rapidly. More Indian companies are developing satellites, launch vehicles, and future recovery missions. As these missions increase, the government wants to ensure that returning space objects do not pose a danger to people, aircraft, ships, or property.

What Is The 1 In 10,000 Casualty Risk Rule

The new guidelines require that every planned re-entry must have a human casualty risk of less than 1 in 10,000. This means companies must carefully design and plan missions so the chance of anyone being injured by falling debris remains extremely low. The safety standard follows internationally accepted risk management practices.

IN-SPACe Space Object Re-Entry Guidelines: Who Needs Approval

Every Indian organisation planning the controlled re-entry of a space object must obtain IN-SPACe approval. The requirement applies whether the spacecraft re-enters over India or anywhere else in the world. Foreign companies must also work through an eligible Indian entity where required under the framework.

IN-SPACe Space Object Re-Entry Guidelines: What Types Of Space Objects Are Covered

The rules apply to planned re-entry of:

  • Satellites
  • Rocket stages
  • Space capsules
  • Other spacecraft returning to Earth

The framework mainly covers controlled or planned re-entry, not uncontrolled atmospheric re-entry caused by natural orbital decay.

Who Is Responsible If Damage Happens

The new rules place responsibility on the mission operator. If a planned re-entry causes damage, the private operator will be liable. The guidelines also strongly recommend third-party liability insurance to cover possible losses.

How Will The New Rules Benefit India’s Space Sector

The guidelines create a clear regulatory process for private companies. They improve public safety, support responsible space operations, reduce risks from space debris, and give Indian startups greater certainty while planning future missions involving reusable launch vehicles and spacecraft recovery.

Why Is This Decision Important

India’s private space industry is entering a new phase with more advanced missions. A clear legal and safety framework helps India align with global best practices while encouraging innovation, investment, and responsible growth in the country’s commercial space sector.
